Описание: The Soviet invasion of Afghanistan, in support of a Marxist-Leninist government, and the subsequent nine-year conflict with the indigenous Afghan Mujahedeen was one of the bloodiest conflicts of the Cold War. Key details of the circumstances surrounding the invasion and its ultimate conclusion only months before the fall of the Berlin Wall in November 1989 have long remained unclear; it is a confidential narrative of clandestine correspondence, covert operations and failed intelligence. The Secret War in Afghanistan undertakes a full analysis of recently declassified intelligence archives in order to asses Anglo-American secret intelligence and diplomacy relating to the invasion of Afghanistan and unveil the Cold War realities behind the rhetoric. Rooted at every turn in close examination of the primary evidence, it outlines the secret operations of the CIA, MI6 and the KGB, and the full extent of the aid and intelligence from the West which armed and trained the Afghan fighters.Drawing from US, UK and Russian archives, Panagiotis Dimitrakis analyses the Chinese arms deals with the CIA, the multiple recorded intelligence failures of KGB intelligence and secret letters from the office of Margaret Thatcher to Jimmy Carter. In so doing, this study brings a new scholarly perspective to some of the most controversial events of Cold War history. Dimitrakis also outlines the full extent of China's involvement in arming the Mujahedeen, which led to the PRC effectively fighting the Soviet Union by proxy. This will be essential reading for scholars and students of the Cold War, American History and the Modern Middle East.

Soviet foreign policy changed dramatically in the 1980s. The shift, bitterly resisted by the country's foreign policy traditionalists, ultimately contributed to the collapse of the Soviet Union and the end of the Cold War. In Changing Course, Sarah Mendelson demonstrates that interpretations that stress the impact of the international system, and particularly of U.S. foreign policy, or that focus on the role of ideas or politics alone, fail to explain the contingent process of change. Mendelson tells a story of internal battles where "misfit" ideas--ones that severely challenged the status quo--were turned into policies. She draws on firsthand interviews with those who ran Soviet foreign policy and the war in Afghanistan and on recently declassified material from Soviet archives to show that both ideas and political strategies were needed to make reform happen.
Focusing on the Soviet decision to withdraw from Afghanistan, Mendelson details the strategies used by the Gorbachev coalition to shift the internal balance of power in favor of constituencies pushing new ideas--mutual security, for example--while undermining the power of old constituencies resistant to change. The interactive dynamic between ideas and politics that she identifies in the case of the Soviet withdrawal from Afghanistan is fundamental to understanding other shifts in Soviet foreign policy and the end of the Cold War. Her exclusive interviews with the foreign policy elite also offer a unique glimpse of the inner workings of the former Soviet power structure.

Описание: The authors examine the Geneva Accords; the future for post-withdrawal Afghanistan; and the impact of withdrawal on regional states, Soviet foreign and domestic policies, the Soviet armed forces, Sino-Soviet relations and world politics. They write from diverse disciplinary traditions, while bringing together a shared sensitivity to the issues which complicate the Afghan question.
This book critically analyses the changing role and nature of post-Cold War humanitarianism, using Foucault's theories of biopolitics and governmentality.
It offers a compelling and insightful interpretation of the policies and practices associated with 'new humanitarianism in general, as well as of the dynamics of two specific international assistance efforts: the post-2001 conflict-related assistance effort in Afghanistan and the post-2000 Chernobyl-related assistance effort in Belarus.
The central argument of the book is that 'new' humanitarianism represents a dominant regime of humanitarian governing informed by globalising neoliberalism and is reliant on a complex set of biopolitical, disciplinary and sovereign technologies. It demonstrates that, while the purposes of humanitarian governing are specific to particular contexts, its promise of care is more often than not accompanied by sovereign and/or biopolitical violences.
Making an important contribution to existing scholarship on humanitarian emergencies and humanitarian action, on biopolitics and governmentality, this book will be of much interest to students and scholars of humanitarianism, critical security studies, governmentality and International Relations generally.
