Описание: The Chinese diaspora, consisting of both Chinese living overseas who are citizens of China (huaqiao), and people of Chinese descent who are citizens of foreign countries (huaren), have significantly shaped the making of modern China.China’s policy towards its diaspora is primarily governed by its national interests and foreign policy imperatives. However, the Chinese government has been careful to ensure that the huaqiao and the huaren fall into different policy domains: Chinese citizens living overseas are subject to China’s domestic policies, while Chinese descendants who are citizens of other countries come under China’s foreign affairs. Nevertheless, from the beginning, the latter continue to be regarded as kinsfolk distinct from other foreign nationals.The huaqiao-huaren distinction is often blurred in ordinary discourse and this has been a source of much misunderstanding. However, it has not been the policy of the Chinese government to blur this distinction, and it is acutely aware of the complexity of the issue and is therefore very cautious about implying any change. As such, when terms such as huaqiao-huaren are introduced in the official lexicon, they are meant to acknowledge certain historical and contemporary realities, and not to deliberately obfuscate the two categories. The use of the combined term is in fact a recognition of the clear-cut distinction between the two groups, and is meant to convey a semantic balance in which neither category is emphasized at the expense of the other.In general, since the establishment of the People’s Republic of China in 1949, the Chinese government has treated the diaspora as an asset, rather than a liability. The sole exception was during the Cultural Revolution when returnees, or the guiqiao, were condemned as reactionary and bourgeois elements.There is therefore a fundamental continuity in China’s diaspora policy: namely, that China embraces both groups as part of a global Chinese community. Some policy shifts can be expected in future as China becomes more proactive in reaching out to its diaspora while balancing the needs and interests of Chinese abroad with the needs and interests of the Mainland.

On August 30, 1999, in a United Nations-sponsored ballot, East Timor voted for independence from Indonesia and for an end to a brutal military occupation. Upon the announcement of the result, Indonesian troops and their paramilitary proxies launched a wave of terror that, over three weeks, resulted in the murder of more than 1,000 people, the rape of untold numbers of women and girls, the razing of 70 percent of the country's buildings and infrastructure, and the forcible deportation of 250,000 people. In recounting these horrible acts and the preceding events, Joseph Nevins shows that what took place was only the final scene in more than two decades of atrocities. More than 200,000 people, about a third of the population, lost their lives due to Indonesia's 1975 invasion and subsequent occupation, making the East Timorese case proportionately one of the worst episodes of genocide since World War II.
In A Not-So-Distant Horror, Nevins reveals the international complicity at the center of the East Timor tragedy. In his view, much if not all of the horror that plagued East Timor in 1999 and in the 24 preceding years could have been avoided had countries like Australia, Japan, the United Kingdom, and especially the United States, not provided Indonesia with valuable political, economic, and military assistance, as well as diplomatic cover. The author explores issues of accountability for East Timor's plight and probes the meaning of what took place in terms of international institutions and law. In Hard Interests, Soft Illusions, Natasha Hamilton-Hart explores the belief held by foreign policy elites in much of Southeast Asia—Indonesia, Malaysia, the Philippines, Thailand, Singapore, and Vietnam—that the United States is a relatively benign power. She argues that this belief is an important factor underpinning U.S. preeminence in the region, because beliefs inform specific foreign policy decisions and form the basis for broad orientations of alignment, opposition, or nonalignment. Such foundational beliefs, however, do not simply reflect objective facts and reasoning processes. Hamilton-Hart argues that they are driven by both interests—in this case the political and economic interests of ruling groups in Southeast Asia—and illusions.
Hamilton-Hart shows how the information landscape and standards of professional expertise within the foreign policy communities of Southeast Asia shape beliefs about the United States. These opinions frequently rest on deeply biased understandings of national history that dominate perceptions of the past and underlie strategic assessments of the present and future. Members of the foreign policy community rarely engage in probabilistic reasoning or effortful knowledge-testing strategies. This does not mean, she emphasizes, that the beliefs are insincere or merely instrumental rationalizations. Rather, cognitive and affective biases in the ways humans access and use information mean that interests influence beliefs; how they do so depends on available information, the social organization and practices of a professional sphere, and prevailing standards for generating knowledge.
