After the Thrill Is Gone is a serious appraisal of what South African democracy has yielded and has failed to yield in the era following the heady expectations of liberation from apartheid’s multiple repressions. Since that time, South Africa has revealed itself as a turbulent, dynamic nation. After the release of black political prisoners in 1990 and the first national democratic election in 1994, its citizens have witnessed a massive increase in crime, unemployment, and poverty and an educational system in chaos.
In a range of politically inflected essays by philosophers, community activists, political scientists, sociologists, literary scholars, and cultural and postcolonial theorists—many of whom are diasporic or resident South Africans—this special issue of SAQ provides a critical look at the realities of black majority governance, at the African National Congress, and at the costs of ANC rule to the populace. One essay draws a condemning sketch of poverty and violence in the townships and the growing communities of squatters that continue despite the emergence of democracy. A philosophical piece contemplates the practice of human rights in a South African society grappling with the memory of apartheid abuses. The fiction and poetry in the collection explore sexual identity, including issues created by the AIDS epidemic, and offer critiques of government policies. The democratic election of Nelson Mandela as president of South Africa in 1994 marked the demise of apartheid and the beginning of a new struggle to define the nation’s past. History after Apartheid analyzes how, in the midst of the momentous shift to an inclusive democracy, South Africa’s visual and material culture represented the past while at the same time contributing to the process of social transformation. Considering attempts to invent and recover historical icons and narratives, art historian Annie E. Coombes examines how strategies for embodying different models of historical knowledge and experience are negotiated in public culture—in monuments, museums, and contemporary fine art.
History after Apartheid explores the dilemmas posed by a wide range of visual and material culture including key South African heritage sites. How prominent should Nelson Mandela and the African National Congress be in the museum at the infamous political prison on Robben Island? How should the postapartheid government deal with the Voortrekker Monument mythologizing the Boer Trek of 1838? Coombes highlights the contradictory investment in these sites among competing constituencies and the tensions involved in the rush to produce new histories for the “new” South Africa.
She reveals how artists and museum officials struggled to adequately represent painful and difficult histories ignored or disavowed under apartheid, including slavery, homelessness, and the attempted destruction of KhoiSan hunter-gatherers. From STI policies that enabled catch-up growth, these countries have evolved towards policies that are more aligned with sustainable development through integrating social, economic and environmental dimensions into their STI policies. The forthcoming Fourth Industrial Revolution is also reshaping STI policies in these countries as governments prepare to support the development of frontier technologies such as artificial intelligence, as well as respond to the impacts of these technologies on their societies and economies. Governments are also evolving themselves as the public sector opens up to integrating innovations from civil society and the private sector and further strengthen the innovation capacity of the public sector to improve policy making processes and deliver services to their constituents. All three themes are explored in this book in separate chapters, through a comparative analysis of the STI policies of China, Japan, Republic of Korea and Singapore. The experiences of these countries can serve as useful references for other countries in the Asia-Pacific region and beyond that are interested in utilizing national level STI policies to achieve sustainable development, particularly in the context of the emergence of frontier technologies.
