Описание: This book forges a new approach to historical and geographical change by asking how gender arrangements and dynamics influence the evolution of institutions and environments. This new theoretical approach is applied via mixed methods and a multi-scale framework to bring together unusually diverse phenomena. Regional trends demonstrated with quantitative data include the massive incorporation of women into paid work, demographic masculinization of the countryside and feminization of cities, rapidly increasing gaps that favor women over men in education and life expectancy, and extraordinarily high levels of violence against men. Case studies in Mexico, Chile and Bolivia explore changes influenced by gender practices and expectations that involve men in different ways than women; they also highlight dissimilarities and power relations between differently positioned masculine groups. Ethnographic studies of culturally diverse arrangements, together with particular attention to subordinate versus dominant masculinities, complicate the gender binaries that circumscribe so much research and policy. Drawing attention to imbalances and conflicts generated by inappropriate models and uneven developments, the book points to opportunities for experimenting with and adapting the sociocultural institutions that govern relations among humans and between humans and their environment.

This book revisits the debate over the new international division of labour (NIDL) that dominated discussions in international political economy and development studies until the early 1990s. It submits that a revised NIDL thesis can shed light on the specificities of capitalist development in various parts of the world today. Taken together, the contributions amount to a novel value-theoretical approach to understanding the NIDL. This rests upon the distinction between the global economic content that determines the constitution and dynamics of the NIDL and the evolving national political forms that mediate its development. More specifically, the authors argue that uneven development is an expression of the underlying essential unity of the production of relative surplus-value on a world scale. They substantiate and illustrate this argument through several international case studies, including Argentina, Brazil, Ecuador, Ireland, South Korea, Spain and Venezuela.

From Enslavement to Environmentalism takes a challenging ethnographic and historical look at the politics of eco-development in the Zimbabwe-Mozambique border zone. David Hughes argues that European colonization in southern Africa--essentially an unsuccessful effort to turn the region into another North America or Australia--has profoundly reshaped rural politics and culture and continues to do so, as neoliberal developers commoditize the lands of African peasants in the name of conservation and economic progress.
Hughes builds his engaging analysis around a sort of natural experiment: in the past, whites colonized British Zimbabwe but avoided Portuguese Mozambique almost entirely. In Zimbabwe, chiefdoms that had historically focused on controlling people began to follow the English example of consolidating political power by dividing and controlling land. Meanwhile, in Mozambique, Portugal perpetuated traditional practices of recruiting and distributing forced labor as the primary means of securing power. The territory remained unmapped. For almost the entire twentieth century, a sharp disjuncture in the politics of land, leadership, labor, and resource use marked the border zone.
In the late 1990s, as white South Africans began to establish timber plantations in Mozambique, that difference began to be effaced. Under the banner of environmentalism and economic progress, tourism firms were allowed to claim peasant farmland. The objectives of liberal conservationists and developers, though high-minded, led them to commoditize ancestral lands. Southern African policymakers supported this new form of colonization as a form of racial integration between white investors and black peasants, paving the way for an ironic and contentious situation in which ethnic tolerance, gentrification, and land-grabbing have gone hand in hand.

Описание: Reforms spurred by accession to the European Union (EU) boosted productivity and integrated Romania into the EU economic space. Gross domestic product per capita rose from 30 percent of the EU average in 1995 to 59 percent in 2016. Today, over 70 percent of the country's exports go to the EU, and their technological complexity is increasing rapidly. Yet, Romania remains the country in the EU with by far the largest share of poor people, with over a quarter of the population living on less than $5.50 a day. There are widening disparities in economic opportunity and poverty across regions and between urban and rural areas. Although Bucharest has already exceeded the EU average income per capita, and many secondary cities are becoming hubs of prosperity and innovation, Romania remains one of the least urbanized countries in the EU. Access to public services remains constrained for many citizens, particularly in rural areas, and there is a large infrastructure gap, which is a drag on the international competitiveness of the more dynamic areas of Romania while limiting economic opportunities in lagging and rural areas. Growth is constrained by weak commitment to policy implementation, creating a poor business environment and misallocation of resources to politically connected firms. Equal opportunities are constrained by weak local service delivery and an inability to ensure sufficient local funding due to patronage-based politics. And resilience to natural disasters and climate change is constrained by lack of coordination between central and local authorities. As argued in this report, Romania has no choice but to address these institutional challenges if it is to sustain the impressive growth performance of recent years, share prosperity among all of its citizens, and improve its resilience to natural hazards.
