Описание: Despite the efforts of Southeast Asian governments and of ASEAN, transboundary haze continues to be a major environmental problem in Southeast Asia. This book demonstrates that the issue is complex, and explains why efforts to solve the problem in purely political terms are ineffective, and likely to continue to be ineffective. The book shows how state-led, state-incentivised agribusiness development lies at the heart of the problem, leading to a large rise in palm oil production, with extensive clearing of forests, leading to deliberate or accidental fires and the resulting haze. Moreover, although the forest clearing is occurring in Indonesia, many of the companies involved are Malaysian and Singaporean; and, further, many of these companies have close relationships with the politicians and officials responsible for addressing the problem and who thereby have a conflict of interest. The author concludes by discussing the huge difficulties involved in overturning this system of 'patronage politics'.

Описание: A few ASEAN countries have signed the Global Methane Pledge, but methane should receive a broader and higher priority from the entire region, given its significant contribution to climate change, and the availability of solutions.The agriculture sector contributes the most amount of methane emissions with a steadily rising share over the past decade.Several Southeast Asian countries face similar methane abatement challenges (i.e., agricultural productivity in Vietnam, Thailand, Myanmar and the Philippines; gas leakage in Malaysia and Brunei; and waste management in Indonesia, Malaysia and Singapore), warranting closer collaboration at the subregional level.While it is true that countries have been participating in international initiatives and implementing national policies related to rice cultivation and oil and gas processing, their impacts have not been thoroughly evaluated.Rather than creating new institutional structures, ASEAN could for example ensure that its existing working groups and networks prioritize methane abatement.Missing data on the relative contribution to methane emissions from livestock, rice paddies and informal economies should be collected to help refine problem definition and formulate effective solutions.

Population growth, the expansion of world trade, increased demands for quantity and quality of agricultural and other commodities, and the need to control vector-borne diseases over the past sixty years have given rise to a proliferation of synthetic chemical pesticides in both developed and developing nations. Since the publication of Rachel Carson’s Silent Spring in 1962, the easily perceived immediate benefits of pesticides have been tempered by concerns about their more subtle long-term environmental and health consequences. The use of pesticides is often justified as beneficial in economic terms, but the amounts and allocations of the direct and indirect costs have come into question.
The book includes descriptions of pests and the pesticides used to control them. Authors give several perspectives on questions of safety, cost, and benefit for the environment, economy, and public health. Representatives of pesticide and commodity producers argue for the low-risk benefits of pesticides if they are properly used; research scientists present information on health and environmental consequences of the actual patterns of use by farmers; economists present data on costs and their allocation; and development agency representatives describe methods of reducing hazards through farmers’ field schools and integrated pest management, and discuss the procedures and problems of international control of pesticides.
