In Reforming Asian Labor Systems, Frederic C. Deyo examines the implications of post-1980s market-oriented economic reform for labor systems in China, South Korea, the Philippines, and Thailand. Adopting a critical institutionalist perspective, he explores the impact of elite economic interests and strategies, labor politics, institutional path dependencies, and changing economic circumstances on regimes of labor and social regulation in these four countries. Of particular importance are reform-driven socioeconomic and political tensions that, especially following the regional financial crisis of the late 1990s, have encouraged increased efforts to integrate social and developmental agendas with those of market reform.
Through his analysis of the social economy of East and Southeast Asia, Deyo suggests that several Asian countries may now be positioned to repeat what they achieved in earlier decades: a prominent role in defining new international models of development and market reform that adapt to the pressures and constraints of the evolving world economy.
Low-wage workers in the United States face obstacles including racial and ethnic discrimination, a pervasive lack of wage enforcement, misclassification of their employment, and for some, their status as undocumented immigrants. In the past, political parties, unions, and fraternal and mutual-aid societies served as important vehicles for workers who hoped to achieve political and economic integration. As these traditional civic institutions have weakened, low-wage workers must seek new structures for mutual support. Worker centers are among the institutions to which workers turn as they strive to build vibrant communities and attain economic and political visibility. Community-based worker centers help low-wage workers gain access to social services; advocate for their own civil and human rights; and organize to improve wages, working conditions, neighborhoods, and public schools.In this pathbreaking book, Janice Fine identifies 137 worker centers in more than eighty cities, suburbs, and rural areas in thirty-one states. These centers, which attract workers in industries that are difficult to organize, have emerged as especially useful components of any program intended to assist immigrants and low-wage workers of color. Worker centers serve not only as organizing laboratories but also as places where immigrants and other low-wage workers can participate in civil society, tell their stories to the larger community, resist racism and anti-immigrant sentiment, and work to improve their political and economic standing.

Such a call by the ILO is urgent in the context of countries such as India, where the majority of workers are engaged in informal economic activities, and where expansion of informal economic activities is coupled with deteriorating working conditions and living standards.
This book explores the informal economic activity of India as a case study to examine typical requirements in the work-lives of informal workers, and to develop a means to institutionalise the promotion of these requirements through labour law. Drawing upon Amartya Sen's theoretical outlook, the book considers whether a capability approach to human development may be able to promote recognition and work-life conditions of a specific category of informal workers in India by integrating specific informal workers within a social dialogue framework along with a range of other social partners including state and non-state institutions. While examining the viability of a human development based labour law in an Indian context, the book also indicates how the proposals put forth in the book may be relevant for informal workers in other developing countries.
