Описание:
Leading analysts have predicted for decades that nuclear weapons would help pacify international politics. The core notion is that countries protected by these fearsome weapons can stop competing so intensely with their adversaries: they can end their arms races, scale back their alliances, and stop jockeying for strategic territory. But rarely have theory and practice been so opposed. Why do international relations in the nuclear age remain so competitive? Indeed, why are today's major geopolitical rivalries intensifying?
In The Myth of the Nuclear Revolution, Keir A. Lieber and Daryl G. Press tackle the central puzzle of the nuclear age: the persistence of intense geopolitical competition in the shadow of nuclear weapons. They explain why the Cold War superpowers raced so feverishly against each other; why the creation of mutual assured destruction does not ensure peace; and why the rapid technological changes of the 21st century will weaken deterrence in critical hotspots around the world.
By explaining how the nuclear revolution falls short, Lieber and Press discover answers to the most pressing questions about deterrence in the coming decades: how much capability is required for a reliable nuclear deterrent, how conventional conflicts may become nuclear wars, and how great care is required now to prevent new technology from ushering in an age of nuclear instability.
--General Bob Kehler, USAF (ret)--former commander, U.S. Strategic Command
Political Fallout is the story of one of the first human-driven, truly global environmental crises—radioactive fallout from nuclear weapons testing during the Cold War—and the international response. Beginning in 1945, the United States, Britain, and the Soviet Union detonated hundreds of nuclear weapons in the atmosphere, scattering a massive amount of radioactivity across the globe. The scale of contamination was so vast, and radioactive decay so slow, that the cumulative effect on humans and the environment is still difficult to fully comprehend.
The international debate over nuclear fallout turned global radioactive contamination into an environmental issue, eventually leading the nuclear superpowers to sign the landmark Partial Test Ban Treaty (PTBT) in 1963. Bringing together environmental history and Cold War history, Toshihiro Higuchi argues that the PTBT, originally proposed as an arms control measure, transformed into a dual-purpose initiative to check the nuclear arms race and radioactive pollution simultaneously. Higuchi draws on sources in English, Russian, and Japanese, considering both the epistemic differences that emerged in different scientific communities in the 1950s and the way that public consciousness around the risks of radioactive fallout influenced policy in turn. Political Fallout addresses the implications of science and policymaking in the Anthropocene—an era in which humans are confronting environmental changes of their own making.

Описание: While the world’s attention is focused on the nuclearization of North Korea and Iran and the nuclear brinkmanship between India and Pakistan, China is believed to have doubled the size of its nuclear arsenal, making it “the forgotten nuclear power,” as described in Foreign Affairs. Susan Turner Haynes analyzes China’s buildup and its diversification of increasingly mobile, precise, and sophisticated nuclear weapons. Haynes provides context and clarity on this complex global issue through an analysis of extensive primary source research and lends insight into questions about why China is the only nuclear weapon state recognized under the Nuclear Nonproliferation Treaty that continues to pursue qualitative and quantitative advancements to its nuclear force. As the gap between China’s nuclear force and the forces of the nuclear superpowers narrows against the expressed interest of many nuclear and nonnuclear states, Chinese Nuclear Proliferation offers policy prescriptions to curtail China’s nuclear growth and to assuage fears that the “American world order” presents a direct threat to China’s national security. Presenting technical concepts with minimal jargon in a straightforward style, this book will be of use to casual China watchers and military experts alike.
Описание: In the 1940s military and scientific personnel chose the Pajarito Plateau to site Project Y of the secret Manhattan Project, where scientists developed the atomic bomb. Nuevomexicanas/os and Tewa people were forcibly dispossessed from their ranches and sacred land in north-central New Mexico with inequitable or no compensation. Contrary to previous works that suppress Nuevomexicana/o presence throughout U.S. nuclear history, Nuclear Nuevo M?xico focuses on recovering the voices and stories that have been lost or ignored in the telling of this history. By recuperating these narratives, Myrriah G?mez tells a new story of New Mexico, one in which the nuclear history is not separate from the collective colonial history of Nuevo M?xico but instead demonstrates how earlier eras of settler colonialism laid the foundation for nuclear colonialism in New Mexico. G?mez examines the experiences of Nuevomexicanas/os who have been impacted by the nuclear industrial complex, both the weapons industry and the commercial industry. G?mez argues that Los Alamos was created as a racist project that targeted poor and working-class Nuevomexicana/o farming families, along with their Pueblo neighbors, to create a nuclear empire. The resulting imperialism has left a legacy of disease and distress throughout New Mexico that continues today.

Описание: Decades of U.S. nuclear weapons production have exacted a heavy environmental toll. The Department of Energy estimates that cleaning up waste and contamination resulting from production activities will cost over $150 billion. Yet even once that money is spent, these sites will need long-term attention to assure protection of human health and the environment. In the authors' words, stewardship refers to 'institutions, information, and strategies needed to ensure protection of people and the environment, both in the short and the long term.' Probst and McGovern make a compelling case for establishing a formal program of long-term stewardship for contaminated sites. Their report details the requirements of a successful stewardship program and discusses the daunting technical and political challenges facing such efforts, including the designation of an institutional home for key stewardship functions. The legacy of environmental damage is considerable; hazardous waste disposal, radioactive waste, and contaminated facilities are among the problems that will remain after DOE cleanup efforts are complete. Stewardship planning, according to Probst and McGovern, must start now.
