Описание:
Community Engagement in Post-Disaster Recovery reflects a wide array of practical experiences in working with disaster-affected communities internationally. It demonstrates that widely held assumptions about the benefits of community consultation and engagement in disaster recovery work need to be examined more critically because poorly conceived and hastily implemented community engagement strategies have sometimes exacerbated divisions within affected communities and/or resulted in ineffective use of aid funding. It is equally demonstrated that well crafted, creative and thoughtful programming is possible.
The wide collection of case studies of practical experience from around the world is presented to help establish ways of working with communities experiencing great challenges. The book offers practical suggestions on how to give more substance to the rhetoric of community consultation and engagement in these areas of work. It suggests the need to work with a dynamic understanding of community formation that is particularly relevant when people experience unforeseen challenges and traumatic experiences. This title interrogates the concept of community through an extensive review of the literature and explores the ways of working with communities in transition and particularly in their recovery phases through an array of case studies in a range of socioeconomic and political contexts.
Focused on the concept of community in post-disaster recovery solutions - an aspect which has received little critical interrogation in the literature - this book will be a valuable resource to students and scholars in disaster management as well as humanitarian agencies.

Explores the unintended consequences of civic activism in a disaster-prone city
After Hurricane Katrina, thousands of people swiftly mobilized to rebuild their neighborhoods, often assisted by government organizations, nonprofits, and other major institutions. In Rethinking Community Resilience, Min Hee Go shows that these recovery efforts are not always the panacea they seem to be, and can actually escalate the city’s susceptibility to future environmental hazards.
Drawing upon interviews, public records, and more, Go explores the hidden costs of community resilience. She shows that—despite good intentions—recovery efforts after Hurricane Katrina exacerbated existing race and class inequalities, putting disadvantaged communities at risk. Ultimately, Go shows that when governments, nonprofits, and communities invest in rebuilding rather than relocating, they inadvertently lay the groundwork for a cycle of vulnerabilities. As cities come to terms with climate change adaptation—rather than prevention—Rethinking Community Resilienceprovides insight into the challenges communities increasingly face in the twenty-first century.

Описание: This new volume, Disaster Recovery: Community-Based Psychosocial Support in the ?Aftermath, provides a wealth of realistic and applicable information for addressing mental health related issues resulting from disasters. It will provide readers with both a theoretical and practical look at community-based psychosocial support and community consultation from an interdisciplinary perspective. The last thirty years have brought to the fore the importance of psychosocial support as an integrator and cross-cutting theme in disaster response. The need for a timely volume on this topic at this time is based on recent world efforts to include the topic within the disaster risk reduction framework. In this volume, the authors share their practical knowledge about development of community-based psychosocial support based on the hundred of thousands of people in fourteen countries and three continents who provided an immense amount of knowledge about psychosocial support through their participation in programs. These programs helped to lead the way in sharing the strategies and tools presented in here. This book uses case study methodology and practical examples to share how communities can come together, care for themselves, and use their social capital and problem-solving skills to survive and thrive. The information in the book will aid in the development of program offerings for mental health and psychosocial support in disasters and humanitarian emergencies. The final section will provide the components of a proposal for external work and a chapter on monitoring and evaluation. The book will include case studies to help illustrate the content. Edited by Dr. Joseph O. Prewitt Diaz, a 2008 recipient of the American Psychological Association’s International Humanitarian Award, the book is based on his extensive experience and existing research in the field. The information provided here will be helpful to those working in or teaching on disaster management and support, including professors and instructors, students in social work and psychology, government and non-government agencies personnel in the field in places where emerging conflicts are occurring, and many others.

Rebuilding Community after Katrina chronicles the innovative and ambitious partnership between Cornell University’s City and Regional Planning department and ACORN Housing, an affiliate of what was the nation’s largest low-income community organization. These unlikely allies came together to begin to rebuild devastated neighborhoods in New Orleans after Hurricane Katrina.
The editors and contributors to this volume allow participants’ voices to show how this partnership integrated careful, technical analysis with aggressive community outreach and organizing. With essays by activists, organizers, community members, and academics on the ground, Rebuilding Community after Katrina presents insights on the challenges involved in changing the way politicians and analysts imagined the future of New Orleans’ Ninth Ward.
What emerges from this complex drama are lessons about community planning, organizational relationships, and team building across multi-cultural lines. The accounts presented in Rebuilding Community after Katrina raise important and sensitive questions about the appropriate roles of outsiders in community-based planning processes.

Описание: There is a perennial gap between theory and practice, between academia and active professionals in the field. In disaster management this gap means that valuable lessons are not learned and people die or suffer as a result. This book opens a dialogue between theory and practice.
On May 18, 1980, people all over the world watched with awe and horror as Mount St. Helens erupted. Fifty-seven people were killed and hundreds of square miles of what had been lush forests and wild rivers were to all appearances destroyed.
Ecologists thought they would have to wait years, or even decades, for life to return to the mountain, but when forest scientist Jerry Franklin helicoptered into the blast area a couple of weeks after the eruption, he found small plants bursting through the ash and animals skittering over the ground. Stunned, he realized he and his colleagues had been thinking of the volcano in completely the wrong way. Rather than being a dead zone, the mountain was very much alive.
Mount St. Helens has been surprising ecologists ever since, and in After the Blast Eric Wagner takes readers on a fascinating journey through the blast area and beyond. From fireweed to elk, the plants and animals Franklin saw would not just change how ecologists approached the eruption and its landscape, but also prompt them to think in new ways about how life responds in the face of seemingly total devastation.

Описание: In 2017, four sequential disasters - hurricanes Harvey, Irma, Maria, and the California wildfires - created an unprecedented demand for federal disaster response and recovery resources. Chapter 1 provides observations on federal and state preparedness and response coordination for hurricanes Harvey and Irma in Texas and Florida, and the California wildfires; federal preparedness for and response to hurricanes Irma and Maria in Puerto Rico and the U.S. Virgin Islands; and existing and emerging disaster recovery challenges highlighted by these disasters. Chapter 2 provides information on federal financial assistance provided to the Gulf States after major disasters were declared in Alabama, Florida, Louisiana, Mississippi, and Texas in response to the widespread destruction that resulted from Hurricanes Katrina, Rita, and Wilma in 2005 and Hurricanes Gustav and Ike in 2008.
Building Effective Crisis Communications for Disaster Recovery: A Case of Earthquake Reconstruction and Rehabilitation in Sichuan, China reviews and evaluates public relations (PR) campaigns launched by the Chinese government to facilitate long-term disaster recovery after the Wenchuan earthquake in 2008. The Discourse of Renewal (DR) theory is employed to guide the study and explore how the Chinese government utilized communication to help communities recover from disaster and promote community growth. Steered by the co-creational perspective, this book also examines the influence of PR campaigns on the public’s situation awareness, attitude agreement, perceived care and concern, and ultimately the public’s relationship with the Chinese government in renewal. In addition to developing and testing a DR evaluation model, this study investigates the communication obstacles that constrain the effectiveness of DR. In-depth interviews, content analysis, and surveys are conducted to analyze the themes, characteristics, effectiveness, and barriers of the campaigns. The findings of Building Effective Crisis Communications for Disaster Recovery include that (1) DR theory, which has heretofore been developed and applied mainly in Western culture, can inform the study of crisis communication in an Eastern culture, especially in China, (2) DR employed in government campaigns can be very powerful in achieving PR goals in crisis renewal, and (3) imbalanced deployment of campaign resources can affect the outcome of DR. This book also discusses the implications of utilizing these findings to better plan and implement long-term DR campaigns.
