Описание: In Eastern Europe and Central Asia there are significant pressures for residential energy tariffs to rise, as government budgets are increasingly stretched and cannot afford to pay large energy subsidies. Further pressures for tariffs to rise come from environmental concerns, as the tariff levels that households now face do not cover the social costs of energy production. Because reforms that would increase energy tariffs are likely to affect significantly the poor and the middle class, their political feasibility may be questioned unless appropriate ways of cushioning the impacts can be devised.<br><br>Balancing these competing claims-fiscal and environmental concerns on the one hand, affordability and political economy concerns on the other-is a task that policy makers in the region are increasingly unable to put off.<br><br>While challenging, the reforms needed for this balancing act can build on much that has been learned in the last decade in terms of improving the effectiveness of social assistance systems and increasing energy efficiency. This report suggests that a policy agenda that focuses on cutting subsidies to the energy sector, while investing in energy efficiency and supporting households at the bottom of the distribution, amounts to a new wave of policy reforms for the energy sector in transition countries. The feasibility of such an integrated policy agenda and the ability of these policies to balance the competing claims of fi scal responsibility and social concerns are explored through different policy scenarios, which, in their simplicity, help clarify the parameters of the policy choices many countries ECA are facing.<br><br>This report is a part of a series of 3 regional reports. Описание: This review of good practices aims to promote the implementation of the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines). The eight case studies specifically promote participatory approaches – in line with the SSF Guidelines principles – and increased interaction between research and fishing communities, including the use of traditional knowledge. The case studies range from the study of specific tools (such as the fisheries learning exchange methodology in Madagascar and Mozambique) to regional policy formulation (for example, the SSF Guidelines protocol for Caribbean policies), as well as specific thematic areas (such as disaster risk in Bangladesh). Recommendations emerging from the studies refer to, among other things, holistic approaches to co-management and social responsibility; broad engagement, inclusiveness and partnerships; the power of communication; and gender equality and the role of women.
Описание: This report provides an overview of the biological status of assessed stocks around the world and relates measures of stock status to the strength of fisheries management. Stock assessment outputs, consisting primarily of time series of abundance and fishing pressure relative to target reference points, were compiled for 548 marine fish and invertebrate stocks in the RAM Legacy Stock Assessment Database.
Among the data summary methods were global and regional mean trends of abundance and fishing pressure relative to target reference points; bivariate plots of relative abundance and fishing pressure; estimates of potential equilibrium yield foregone at current fishing pressure; and proportions of stocks in different biomass status categories. These measures of stock status were summarized at the global level as well as separated by 16 FAO Major Fishing Areas and ocean basin regions for comparison.
The data presented in this report demonstrated that where fisheries management is being intensely applied (i.e. with regulations based on outputs of scientific stock assessments, and where those regulations are enforced), fishing pressure can be maintained within sustainable ranges that provide maximum or near-maximum long-term yield.
