Challenging U.S. Apartheid is an innovative, richly detailed history of Black struggles for human dignity, equality, and opportunity in Atlanta from the early 1960s through the end of the initial term of Maynard Jackson, the city’s first Black mayor, in 1977. Winston A. Grady-Willis provides a seamless narrative stretching from the student nonviolent direct action movement and the first experiments in urban field organizing through efforts to define and realize the meaning of Black Power to the reemergence of Black women-centered activism. The work of African Americans in Atlanta, Grady-Willis argues, was crucial to the broader development of late-twentieth-century Black freedom struggles.
Grady-Willis describes Black activism within a framework of human rights rather than in terms of civil rights. As he demonstrates, civil rights were only one part of a larger struggle for self-determination, a fight to dismantle a system of inequalities that he conceptualizes as “apartheid structures.” Drawing on archival research and interviews with activists of the 1960s and 1970s, he illuminates a wide range of activities, organizations, and achievements, including the neighborhood-based efforts of Atlanta’s Black working poor, clandestine associations such as the African American women’s group Sojourner South, and the establishment of autonomous Black intellectual institutions such as the Institute of the Black World. Entering the Oval Office at the height of the kidnapping, torture, and murder of tens of thousands of Argentines by the military government, Carter set out to dramatically shift U.S. policy from subtle support to public condemnation of human rights violation. But could the administration elicit human rights improvements in the face of a zealous military dictatorship, rising Cold War tension, and domestic political opposition? By grappling with the disparate actors engaged in the struggle over human rights, including civil rights activists, second-wave feminists, chicano/a activists, religious progressives, members of the New Right, conservative cold warriors, and business leaders, Schmidli utilizes unique interviews with U.S. and Argentine actors as well as newly declassified archives to offer a telling analysis of the rise, efficacy, and limits of human rights in shaping U.S. foreign policy in the Cold War.
In Freedom on the Offensive, William Michael Schmidli illuminates how the Reagan administration's embrace of democracy promotion was a defining development in US foreign relations in the late twentieth century. Reagan used democracy promotion to refashion the bipartisan Cold War consensus that had collapsed in the late 1960s amid opposition to the Vietnam War. Over the course of the 1980s, the initiative led to a greater institutionalization of human rights—narrowly defined to include political rights and civil liberties and to exclude social and economic rights—as a US foreign policy priority. Democracy promotion thus served to legitimize a distinctive form of US interventionism and to underpin the Reagan administration's aggressive Cold War foreign policies. Drawing on newly available archival materials, and featuring a range of perspectives from top-level policymakers and politicians to grassroots activists and militants, this study makes a defining contribution to our understanding of human rights ideas and the projection of American power during the final decade of the Cold War.
Using Reagan's undeclared war on Nicaragua as a case study in US interventionism, Freedom on the Offensive explores how democracy promotion emerged as the centerpiece of an increasingly robust US human rights agenda. Yet, this initiative also became intertwined with deeply undemocratic practices that misled the American people, violated US law, and contributed to immense human and material destruction. Ethnonationalist Conflict in Postcommunist States investigates why some Eastern European states transitioned to new forms of governance with minimal violence while others broke into civil war. In Bulgaria, the Turkish minority was subjected to coerced assimilation and forced expulsion, but the nation ultimately negotiated peace through institutional channels. In Macedonia, periodic outbreaks of insurgent violence escalated to armed conflict. Kosovo's internal warfare culminated in NATO's controversial bombing campaign. In the twenty-first century, these conflicts were subdued, but violence continued to flare occasionally and impede durable conflict resolution. In this comparative study, Maria Koinova applies historical institutionalism to conflict analysis, tracing ethnonationalist violence in postcommunist states to a volatile, formative period between 1987 and 1992. In this era of instability, the incidents that brought majorities and minorities into dispute had a profound impact and a cumulative effect, as did the interventions of international agents and kin states. Whether the conflicts initially evolved in peaceful or violent ways, the dynamics of their disputes became self-perpetuating and informally institutionalized. Thus, external policies or interventions could affect only minimal change, and the impact of international agents subsided over time. Regardless of the constitutions, laws, and injunctions, majorities, minorities, international agents, and kin states continue to act in accord with the logic of informally institutionalized conflict dynamics. Koinova analyzes the development of those dynamics in Bulgaria, Macedonia, and Kosovo, drawing on theories of democratization, international intervention, and path-dependence as well as interviews and extensive fieldwork. The result is a compelling account of the underlying causal mechanisms of conflict perpetuation and change that will shed light on broader patterns of ethnic violence.

A Most Uncertain Crusade traces and analyzes the emergence of human rights as both an international concern and as a controversial domestic issue for US policy makers during and after World War II. Rowland Brucken focuses on officials in the State Department, at the United Nations, and within certain domestic non-governmental organizations, and explains why, after issuing wartime declarations that called for the definition and enforcement of international human rights standards, the US government refused to ratify the first UN treaties that fulfilled those twin purposes. The Truman and Eisenhower administrations worked to weaken the scope and enforcement mechanisms of early human rights agreements, and gradually withdrew support for Senate ratification. A small but influential group of isolationist–oriented senators, led by John Bricker (R-OH), warned that the treaties would bring about socialism, destroy white supremacy, and eviscerate the Bill of Rights. At the UN, a growing bloc of developing nations demanded the inclusion of economic guarantees, support for decolonization, and strong enforcement measures, all of which Washington opposed.
Prior to World War II, international law considered the protection of individual rights to fall largely under the jurisdiction of national governments. Alarmed by fascist tyranny and guided by a Wilsonian vision of global cooperation in pursuit of human rights, President Roosevelt issued the Four Freedoms and the Atlantic Charter. Behind the scenes, the State Department planners carefully considered how an international organization could best protect those guarantees. Their work paid off at the 1945 San Francisco Conference, which vested the UN with an unprecedented opportunity to define and protect the human rights of individuals.
After two years of negotiations, the UN General Assembly unanimously approved its first human rights treaty, the Genocide Convention. The UN Commission on Human Rights (UNCHR), led by Eleanor Roosevelt, drafted the nonbinding Universal Declaration of Human Rights in 1948. Subsequent efforts to craft an enforceable covenant of individual rights, though, bogged down quickly. A deadlock occurred as western nations, communist states, and developing countries disagreed on the inclusion of economic and social guarantees, the right of self-determination, and plans for implementation.
Meanwhile, a coalition of groups within the United States doubted the wisdom of American accession to any human rights treaties. Led by the American Bar Association and Senator Bricker, opponents proclaimed that ratification would lead to a U.N. led tyrannical world socialistic government. The backlash caused President Eisenhower to withdraw from the covenant drafting process. Brucken shows how the American human rights policy had come full circle: Eisenhower, like Roosevelt, issued statements that merely celebrated western values of freedom and democracy, criticized human rights records of other countries while at the same time postponed efforts to have the UN codify and enforce a list of binding rights due in part to America's own human rights violations.
