Описание:

The 1998 Belfast Agreement promised to release citizens of Northern Ireland from the grip of paramilitarism. However, almost a decade later, Loyalist paramilitaries were still on the battlefield. After the Peace examines the delayed business of Loyalist demilitarization and explains why it included more fits than starts in the decade since formal peace and how Loyalist paramilitary recalcitrance has affected everyday Loyalists. Drawing on interviews with current and former Loyalist paramilitary men, community workers, and government officials, Carolyn Gallaher charts the trenchant divisions that emerged during the run-up to peace and thwart demilitarization today.

After the Peace demonstrates that some Loyalist paramilitary men want to rebuild their communities and join the political process. They pledge a break with violence and the criminality that sustained their struggle. Others vow not to surrender and refuse to set aside their guns. These units operate under a Loyalist banner but increasingly resemble criminal fiefdoms. In the wake of this internecine power struggle, demilitarization has all but stalled. Gallaher documents the battle for the heart of Loyalism in varied settings, from the attempt to define Ulster Scots as a language to deadly feuds between UVF, UDA, and LVF contingents. After the Peace brings the story of Loyalist paramilitaries up to date and sheds light on the residual violence that persists in the post-accord era.

Описание: This work takes the reader through the distinct stages of training and acceptance, including the Ranger Indoctrination Programme and Ranger Battalion training, and details the developments in Ranger weaponry, equipment and clothing since the early 1980s. Using first hand accounts, it shows what it was like to fight in Panama in 1989, and brings the unit up to date with the 3rd Battalion's deployment to Afghanistan in Operation Enduring Freedom. It also covers the culture of the Rangers, from their special language and terminology, to the rites of passage that lie behind the formal training programme.

Описание: Examines the creation and implementation of South Africa's National Peace Accord and this key transitional phase in the country's history, and its implications for peace mediation and conflict resolution. It is now 30 years since the National Peace Accord (NPA) was signed in South Africa, bringing to an end the violent struggle of the Apartheid era and signalling the transition to democracy. Signed by the ANC Alliance, the Government, the Inkatha Freedom Party and a wide range of other political and labour organizations on 14 September 1991, the parties agreed in the NPA on the common goal of a united, non-racial democratic South Africa, and provided practical means for moving towards this end: codes of conduct for political organizations and for the police, the creation of national, regional and local peace structures for conflict resolution, the investigation and prevention of violence, peace monitoring, socio-economic reconstruction and peacebuilding. This book, written by one of those involved in the process that evolved, provides for the first time an assessment and in-depth account of this key phase of South Africa's history. The National Peace Campaign set up under the NPA mobilized the 'silent majority' and gave peace an unprecedented grassroots identity and legitimacy. The author describes the formulation of the NPA by political representatives, with Church and business facilitators, which ended the political impasse, constituted South Africa's first experience of multi-party negotiations, and made it possible for the constitutional talks (Codesa) to start. She examines the work of the Goldstone Commission, which prefigured the TRC, as well as the role of international observers from the UN, EU, Commonwealth and OAU. Exploring the work of the peace structures set up to implement the Accord - the National Peace Committee and Secretariat, the 11 Regional Peace Committees and 263 Local Peace Committees, and over 18,000 peace monitors - Carmichael provides a uniquely detailed assessment of the NPA, the on-the-ground peacebuilding work and the essential involvement of the people at its heart. Filling a significant gap in modern history, this book will be essential reading for scholars, students and others interested in South Africa's post-Apartheid history, as well as government agencies and NGOs involved in peacemaking globally.

Описание:

This is the first book to focus on the effects of violence in internal conflicts after peace agreements have been signed. Since the mid-1990s many peace processes, including those in Israel-Palestine, Guatemala, El Salvador, and Northern Ireland, have reverted to violence while seeking to implement formal peace agreements. In all these cases the persistence and forms of violence have been among the main determinants of the success or failure of the peace process. Violence and Reconstruction adopts a four-part analysis, examining in turn violence emanating from the state, from militants, from destabilized societies, and from the challenge of implementing a range of policies including demobilization, disarmament, and policing. Leading scholars explore in detail each of these aspects of postwar violence. Their findings draw attention to the increased willingness of the state to turn to militias to carry on violence by proxy; to the importance of distinguishing between the aims and actions of different militant groups; to a postwar rise in violent conventional crime; and to the importance of the proper restoration of civil society.

Описание:

This book aims to account for the reception, treatment and sometimes, eventual deportation, of asylum seekers in Ireland, by analysing how they are framed and dealt with by the Irish state. Both historically and theoretically grounded, it will discuss contemporary immigration policies and issues in light of the overall social, historical, and economic development of Irish society and state immigration policy. State Power and Asylum Seekers in Ireland will be of interest to scholars and students in the fields of historical sociology, sociological theory and social policy, with a focus on discourses of patterns of European migration, the changing role and function of the state and its policies, and the psycho-social experience of asylum seekers.

Описание:

During the 1990s, optimism abounded because international violence was in decline. The number of armed conflicts decreased worldwide from more than fifty in the early 1990s to fewer than thirty a decade later. This drop resulted largely from negotiations leading to peace accords. However, in a disturbingly large number of places, war was actually succeeded not by peace but by a stalemate. Peace accords were plagued by problems, including economic hardship, burgeoning crime, postwar trauma, and persistent fear and suspicion. Too often, negotiated settlements merely opened another difficult chapter in the peace process, or worse, led to new phases of conflict.

This disappointing record is the subject of a multiyear project conducted by the University of Notre Dame’s Research Initiative on the Resolution of Ethnic Conflict (RIREC). Located at the Joan B. Kroc Institute for International Peace Studies, RIREC explored three significant challenges of the postwar landscape: the effects of violence in internal conflicts after peace agreements have been signed; the contributions of truth-telling mechanisms; and the multidimensional roles played by youth as activists, soldiers, criminals, and community-builders. The project led to the 2006 publication of three edited volumes by the University of Notre Dame Press: John Darby’s Violence and Reconstruction; Tristan Anne Borer’s Telling the Truths: Truth Telling and Peace Building in Post-Conflict Societies; and Siobh?n McEvoy-Levy’s Troublemakers or Peacemakers? Youth and Post-Accord Peace Building.

In Peacebuilding After Peace Accords, the three editors revisit the topics presented in their books. They examine the dilemmas each of the three challenges presents for postwar reconstruction and the difficulties in building a sustainable peace in societies recently destabilized by deadly violence. The authors argue that researchers and practitioners should pay greater attention to these challenges, especially how they relate to each other and to different post-accord problems. A foreword by Archbishop Emeritus Desmond Tutu sets the context for this volume, and an afterword by Eileen Babbitt reflects on its findings.
