For immigrants, politics can play a significant role in determining whether and how they assimilate. In Bringing Outsiders In, leading social scientists present individual cases and work toward a comparative synthesis of how immigrants affect—and are affected by—civic life on both sides of the Atlantic. Just as in the United States, large immigrant minority communities have been emerging across Europe. While these communities usually make up less than one-tenth of national populations, they typically have a large presence in urban areas, sometimes approaching a majority.
That immigrants can have an even greater political salience than their population might suggest has been demonstrated in recent years in places as diverse as Sweden and France. Attending to how local and national states encourage or discourage political participation, the authors assess the relative involvement of immigrants in a wide range of settings. Jennifer Hochschild and John Mollenkopf provide a context for the particular cases and comparisons and draw a set of analytic and empirical conclusions regarding incorporation.

Описание: Through a sociological analysis of Hmong former refugees’ grassroots movements in the United States between the 1990s and 2000s, Immigrant Agency shows how Hmong, despite being one of America’s most economically impoverished ethnic groups, were able to make sustained claims on and have their interests represented in public policies. The author, Yang Sao Xiong argues that the key to understanding how immigrants incorporate themselves politically is to understand how they mobilize collective action and make choices in circumstances far from racially neutral. Immigrant groups, in response to political threats or opportunities or both, mobilize collective action and make strategic choices about how to position themselves vis-?-vis other minority groups, how to construct group identities, and how to deploy various tactics in order to engage with the U.S. political system and influence policy. In response to immigrants’ collective claims, the racial state engages in racialization which undermines immigrants’ political standing and perpetuates their marginalization.

She examines the linguistic diversity of migrant networks, finding institutional trust and civic engagement depend not on national identity, but on the network’s linguistic diversity—namely, whether the operating language is a migrant’s mother tongue or a lingua franca.
The Language of Political Incorporation uses original survey data to assess when the Chinese engage positively with the authorities and when they become civic minded. The results are surprising. In Hungary, the Chinese community has experienced high levels of political incorporation in part because they have not been targeted by anti-immigrant rhetoric and policies. In contrast, migrants in Romania sought the assistance of the Chinese embassy to fight an effort to collect back taxes.
Liu also compares the Chinese experiences in Central-Eastern Europe with those of Muslims in the region, as well as how the Chinese are treated in Western Europe. Additionally, she considers how the local communities perceive the Chinese. The Language of Political Incorporation concludes by offering best practices for how governments can help migrants become more trusting of—and have greater involvement with—locals in their host countries. Ultimately, Liu demonstrates the importance of linguistic networks for the incorporation of immigrants.
