Japanese scholars have begun to challenge conventional wisdom about effective labor organizing, and Ikuo Kume has written the first book in English to advance their controversial theory. Since at least the early 1980s, the power of organized labor has weakened in most advanced industrial countries. The decline of organized labor has coincided with the decentralization of labor-management relations. As a result, most observers assume that decentralized labor is destined to lose power in a capitalist economy, and that enterprise unions will tend to be docile and powerless.Kume documents the one notable exception. The Japanese trade union confederation has steadily grown in importance, expanding its scope beyond individual companies to national policy making. Kume traces the achievements of enterprise unionism in private firms. Labor, he argues, slowly gained legitimate corporate membership by establishing joint institutions with management. By the 1960s, labor-management councils, stimulated by foreign competition, had become a widespread feature of Japanese industry. Soon unions were regular participants in the government deliberation councils and in the information exchange that shaped policy when inflation hit the Japanese economy. The unions had become a full partner by the 1980s and were crucially involved in the 1993 defeat of the Liberal Democratic Party after thirty-eight years of rule.

Historians have characterized the open-shop movement of the early twentieth century as a cynical attempt by business to undercut the labor movement by twisting the American ideals of independence and self-sufficiency to their own ends. The precursors to today's right-to-work movement, advocates of the open shop in the Progressive Era argued that honest workers should have the right to choose whether or not to join a union free from all pressure. At the same time, business owners systematically prevented unionization in their workplaces. While most scholars portray union opponents as knee-jerk conservatives, Chad Pearson demonstrates that many open-shop proponents identified themselves as progressive reformers and benevolent guardians of America's economic and political institutions. By exploring the ways in which employers and their allies in journalism, law, politics, and religion drew attention to the reformist, rather than repressive, character of the open-shop movement, Pearson's book forces us to consider the origins, character, and limitations of this movement in new ways. Throughout his study, Pearson describes class tensions, noting that open-shop campaigns primarily benefited management and the nation's most economically privileged members at the expense of ordinary people. Pearson's analysis of archives, trade journals, newspapers, speeches, and other primary sources elucidates the mentalities of his subjects and their times, rediscovering forgotten leaders and offering fresh perspectives on well-known figures such as Theodore Roosevelt, Louis Brandeis, Booker T. Washington and George Creel. Reform or Repression sheds light on businessmen who viewed strong urban-based employers' and citizens' associations, weak unions, and managerial benevolence as the key to their own, as well as the nation's, progress and prosperity.

Conflict between labor and capital reflects the competitive and conflict-laden relations within the working class itself, Peter Swenson maintains. Fair Shares examines the internal conflicts of organized labor regarding distribution of wages in order to explain both union leaders' market-structuring objectives in the "political economy", and their imperative to shape and fulfill workers' notions of pay fairness in the "moral economy". Swenson develops an innovative theoretical approach to labor politics through a detailed comparative analysis of union centralization and collective bargaining in Sweden and Germany since the turn of the century.
To create solidarity and overcome workers' opposition to centralized control of the labor movement, Swenson argues, union leaders depend heavily on moral appeals concerning fair pair distribution and on success in fulfilling workers' expectation of fairness. Swenson interprets union politics as the attempt to overcome what he calls the "wage policy trilemma"
Volume 11 of the Samuel Gompers Papers documents a pivotal moment in labor history, when the wartime promise of industrial democracy gave way to business as usual in the postwar world. Spanning a turbulent period of wildcat strikes, racial unrest, and political experimentation, this volume presents the efforts of Gompers and the AFL to defend collective bargaining, protect hard-won wartime gains, and advance labor's role as a partner in economic prosperity and social progress.
This indispensable volume includes such episodes as the Seattle General Strike, the 1919 coal and steel strikes, the rise of the "American" open-shop plan, and John L. Lewis's unsuccessful campaign to replace Gompers as AFL president. It also covers Gompers's participation in the Versailles Peace Conference, his involvement with anti-immigration legislation, the founding of the AFL's Nonpartisan Political Campaign Committee, and the demands of black and women workers in the postwar era.

Transnational trade union action has expanded significantly over the last few decades and has taken a variety of shapes and trajectories. This book is concerned with understanding the spatial extension of trade union action, and in particular the development of new forms of collective mobilization, network-building, and forms of regulation that bridge local and transnational issues.
Through the work of leading international specialists, this collection of essays examines the process and dynamic of transnational trade union action and provides analytical and conceptual tools to understand these developments. The research presented here emphasizes that the direction of transnational solidarity remains contested, subject to experimentation and negotiation, and includes studies of often overlooked developments in transition and developing countries with original analyses from the European Union and NAFTA areas. Providing a fresh examination of transnational solidarity, this volume offers neither a romantic or overly optimistic narrative of a borderless unionism, nor does it fall into a fatalistic or pessimistic account of international union solidarity. Through original research conducted at different levels, this book disentangles the processes and dynamics of institution building and challenges the conventional national based forms of unionism that prevailed in the latter half of the twentieth century.

"In order to recruit new members on a scale that would be required to significantly rebuild union power, unions must fundamentally alter their internal organizational practices. This means creating more organizer positions on the staff; developing programs to teach current members how to handle the tasks involved in resolving shop-floor grievances; and building programs that train members to participate fully in the work of external organizing. Such a reorientation entails redefining the very meaning of union membership from a relatively passive stance toward one of continuous active engagement."—from the Introduction In Rebuilding Labor Ruth Milkman and Kim Voss bring together established researchers and a new generation of labor scholars to assess the current state of labor organizing and its relationship to union revitalization. Throughout this collection, the focus is on the formidable challenges unions face today and on how they may be overcome. Rebuilding Labor begins with a comprehensive overview of recent union organizing in the United States; goes on to present a series of richly detailed case studies of such topics as union leadership, organizer recruitment and retention, union democracy, and the dynamics of anti-unionism among rank-and-file workers; and concludes with a quantitative chapter on the relationship between union victories and establishment survival. This interdisciplinary collection of original scholarship on New Labor offers a window into an otherwise invisible emergent social movement.

Examining the experiences of leadership among trade unionists in a range of unions and labor movements around the world, this volume addresses perspectives of women and men from a range of identities such as race/ethnicity, sexuality, and age. It analyses existing models of leadership in various political organizational forms, especially trade unions, but also including business and management approaches, leadership forms which arise from fields such as community, pedagogy, and the third sector.
This book analyzes and critiques concepts, expectations, and experiences of union leaders and leadership in labor organizations, while comparing gender and cultural perspectives. Contributors to the volume draw on empirical research to identify key ideas, beliefs and experiences which are critical to achieving change, setting up resistance, and transforming the inertia of traditionalism.
