In 1999, Venezuela became the first country in the world to constitutionally recognize the socioeconomic value of housework and enshrine homemakers’ social security. This landmark provision was part of a larger project to transform the state and expand social inclusion during Hugo Chávez’s presidency. The Bolivarian revolution opened new opportunities for poor and working-class—or popular—women’s organizing. The state recognized their unpaid labor and maternal gender role as central to the revolution. Yet even as state recognition enabled some popular women to receive public assistance, it also made their unpaid labor and organizing vulnerable to state appropriation.
Offering the first comprehensive analysis of this phenomenon, Engendering Revolution demonstrates that the Bolivarian revolution cannot be understood without comprehending the gendered nature of its state-society relations. Showcasing field research that comprises archival analysis, observation, and extensive interviews, these thought-provoking findings underscore the ways in which popular women sustained a movement purported to exalt them, even while many could not access social security and remained socially, economically, and politically vulnerable.

This collection examines the mutually influential interactions of gender and the state in Latin America from the late colonial period to the end of the twentieth century. Locating watershed moments in the processes of gender construction by the organized power of the ruling classes and in the processes by which gender has conditioned state-making, Hidden Histories of Gender and the State in Latin America remedies the lack of such considerations in previous studies of state formation. Along these lines, the book begins with two theoretical chapters by the editors, Elizabeth Dore and Maxine Molyneux. Dore opens by arguing against the prevailing view that the nineteenth century was marked by a gradual emancipation of women, while Molyneux considers how various Latin American state forms—liberal, corporatist, socialist, neoliberal—have more recently sought to incorporate women into their projects of social reform and modernization. These essays are followed by twelve case studies that examine how states have contributed to the normalization of male and female roles and relations. Covering an impressive breadth not only of historical time but also of geographical scope, this volume moves from Brazil to Costa Rica, from Mexico to Chile, traversing many countries in between. Contributors explore such topics as civic ritual in Bolivia, rape in war-torn Colombia, and the legal construction of patriarchy in Argentina. They examine the public regulation of domestic life, feminist lobby groups, class compromise, female slaves, and women in rural households—distinct, salient aspects of the state-gender relationship in specific countries at specific historical junctures. By providing a richly descriptive and theoretically grounded account of the interaction between state and gender politics in Latin America, this volume contributes to an important conversation between feminists interested in the state and political scientists interested in gender. In twentieth-century Kenya, age and gender were powerful cultural and political forces that animated household and generational relationships. They also shaped East Africans’ contact with and influence on emergent colonial and global ideas about age and masculinity. Kenyan men and boys came of age achieving their manhood through changing rites of passage and access to new outlets such as town life, crime, anticolonial violence, and nationalism. And as they did, the colonial government appropriated masculinity and maturity as means of statecraft and control.
In An Uncertain Age, Paul Ocobock positions age and gender at the heart of everyday life and state building in Kenya. He excavates in unprecedented ways how the evolving concept of “youth” motivated and energized colonial power and the movements against it, exploring the masculinities boys and young men debated and performed as they crisscrossed the colony in search of wages or took the Mau Mau oath. Yet he also considers how British officials’ own ideas about masculinity shaped not only young African men’s ideas about manhood but the very nature of colonial rule.
An Uncertain Age joins a growing number of histories that have begun to break down monolithic male identities to push the historiographies of Kenya and empire into new territory.
