Описание:
Reconstructing eighty years of history, Political Policing examines the nature and consequences of U.S. police training in Brazil and other Latin American countries. With data from a wide range of primary sources, including previously classified U.S. and Brazilian government documents, Martha K. Huggins uncovers how U.S. strategies to gain political control through police assistance—in the name of hemispheric and national security—has spawned torture, murder, and death squads in Latin America.

After a historical review of policing in the United States and Europe over the past century, Huggins reveals how the United States, in order to protect and strengthen its position in the world system, has used police assistance to establish intelligence and other social control infrastructures in foreign countries. The U.S.-encouraged centralization of Latin American internal security systems, Huggins claims, has led to the militarization of the police and, in turn, to an increase in state-sanctioned violence. Furthermore, Political Policing shows how a domestic police force—when trained by another government—can lose its power over legitimate crime as it becomes a tool for the international interests of the nation that trains it.

Pointing to U.S. responsibility for violations of human rights by foreign security forces, Political Policing will provoke discussion among those interested in international relations, criminal justice, human rights, and the sociology of policing.

Описание: As medical science progressed through the nineteenth century, the US was at the forefront of public health initiatives across the Americas. This wasn`t a purely altruistic enterprise, however, as Jose Amador reveals in Medicine and Nation Building in the Americas, 1890-1940. Rather, these efforts almost served as a precursor to modern American interventionism.

Описание:

Cultural diplomacy—“winning hearts and minds” through positive portrayals of the American way of life—is a key element in U.S. foreign policy, although it often takes a backseat to displays of military might. Americans All provides an in-depth, fine-grained study of a particularly successful instance of cultural diplomacy—the Office of the Coordinator of Inter-American Affairs (CIAA), a government agency established by President Franklin D. Roosevelt in 1940 and headed by Nelson A. Rockefeller that worked to promote hemispheric solidarity and combat Axis infiltration and domination by bolstering inter-American cultural ties.

Darlene J. Sadlier explores how the CIAA used film, radio, the press, and various educational and high-art activities to convince people in the United States of the importance of good neighbor relations with Latin America, while also persuading Latin Americans that the United States recognized and appreciated the importance of our southern neighbors. She examines the CIAA’s working relationship with Hollywood’s Motion Picture Society of the Americas; its network and radio productions in North and South America; its sponsoring of Walt Disney, Orson Welles, John Ford, Gregg Toland, and many others who traveled between the United States and Latin America; and its close ties to the newly created Museum of Modern Art, which organized traveling art and photographic exhibits and produced hundreds of 16mm educational films for inter-American audiences; and its influence on the work of scores of artists, libraries, book publishers, and newspapers, as well as public schools, universities, and private organizations.

Описание:

Mexico and the United States may be neighbors, but their economies offer stark contrasts. In Mexico's Uneven Development: The Geographical and Historical Context of Inequality, Oscar J. Mart nez explores Mexico's history to explain why Mexico remains less developed than the United States. Weaving in stories from his own experiences growing up along the U.S.-Mexico border, Mart nez shows how the foundational factors of external relations, the natural environment, the structures of production and governance, natural resources, and population dynamics have all played roles in shaping the Mexican economy. This interesting and thought-provoking study clearly and convincingly explains the issues that affect Mexico's underdevelopment. It will prove invaluable to anyone studying Mexico's past or interested in its future.

Описание:

During the first quarter-century of the Cold War, upholding human rights was rarely a priority in U.S. policy toward Latin America. Seeking to protect U.S. national security, American policymakers quietly cultivated relations with politically ambitious Latin American militaries—a strategy clearly evident in the Ford administration's tacit support of state-sanctioned terror in Argentina following the 1976 military coup d’?tat. By the mid-1970s, however, the blossoming human rights movement in the United States posed a serious threat to the maintenance of close U.S. ties to anticommunist, right-wing military regimes. The competition between cold warriors and human rights advocates culminated in a fierce struggle to define U.S. policy during the Jimmy Carter presidency. In The Fate of Freedom Elsewhere, William Michael Schmidli argues that Argentina emerged as the defining test case of Carter’s promise to bring human rights to the center of his administration’s foreign policy. Entering the Oval Office at the height of the kidnapping, torture, and murder of tens of thousands of Argentines by the military government, Carter set out to dramatically shift U.S. policy from subtle support to public condemnation of human rights violation. But could the administration elicit human rights improvements in the face of a zealous military dictatorship, rising Cold War tension, and domestic political opposition? By grappling with the disparate actors engaged in the struggle over human rights, including civil rights activists, second-wave feminists, chicano/a activists, religious progressives, members of the New Right, conservative cold warriors, and business leaders, Schmidli utilizes unique interviews with U.S. and Argentine actors as well as newly declassified archives to offer a telling analysis of the rise, efficacy, and limits of human rights in shaping U.S. foreign policy in the Cold War.
