A massive uprising against the Mexican state of Oaxaca began with the emergence of the Popular Assembly of the Peoples of Oaxaca (APPO) in June 2006. A coalition of more than 300 organizations, APPO disrupted the functions of Oaxacas government for six months. It began to develop an inclusive and participatory political vision for the state. The movement was met with violent repression. Participants were imprisoned, tortured, and even killed. She also explores transborder support for APPO, particularly among Oaxacan immigrants in Los Angeles. Colonia Hermosa, now considered a suburb of Oaxaca, began as a squatter settlement in the 1950s. The original residents came in search of transformation from migrants to urban citizens, struggling from rural poverty for the chance to be part of the global economy in Oaxaca.

Cheleen Ann-Catherine Mahar charts the lives of a group of residents in Colonia Hermosa over a period of thirty years, as Mexico became more closely tied into the structures of global capital, and the residents of Colonia Hermosa struggled to survive. Residents shape their discussions within a larger narrative, and their talk is the language of the heroic individual, so necessary to the ideology and the functioning of capital. However, this logic only tenuously connects to the actual material circumstances of their lives.

Mahar applies the theories of French sociologist Pierre Bourdieu to her data from Mexico in order to examine the class trajectories of migrant families over more than three decades. Through this investigation, Mahar adds an important intergenerational study to the existing body of literature on Oaxaca, particularly concerning the factors that have reshaped the lives of urban working poor families and have created a working-class fraction of globalized citizenship.

Drawing on an extensive database that he accumulated through participant observation, household surveys, interviews, case studies, and archival work in more than twenty Oaxacan communities, Cook documents and explains how peasant-artisan villagers in the Oaxaca Valley have endeavored over centuries to secure and/or defend land, worked and negotiated to subsist and earn a living, and striven to meet expectations and obligations of local citizenship. His findings identify elements and processes that operate across communities or distinguish some from others. They also underscore the fact that landholding is crucial for the sociocultural life of the valley. Without land for agriculture and resource extraction, occupational options are restricted, livelihood is precarious and contingent, and civility is jeopardized.

Indigenous Citizens challenges the commonly held assumption that early nineteenth-century Mexican state-building was a failure of liberalism. By comparing the experiences of two Mexican states, Oaxaca and Yucat?n, Caplan shows how the institutions and ideas associated with liberalism became deeply entrenched in Mexico's regions, but only on locally acceptable terms.

Faced with the common challenge of incorporating new institutions into political life, Mexicans—be they indigenous villagers, government officials, or local elites—negotiated ways to make those institutions compatible with a range of local interests. Although Oaxaca and Yucat?n both had large indigenous majorities, the local liberalisms they constructed incorporated indigenous people differently as citizens. As a result, Oaxaca experienced relative social peace throughout this era, while Yucat?n exploded with indigenous rebellion beginning in 1847.

This book puts the interaction between local and national liberalisms at the center of the narrative of Mexico's nineteenth century. It suggests that "liberalism" must be understood not as an overarching system imposed on the Mexican nation but rather as a set of guiding assumptions and institutions that Mexicans put to use in locally specific ways.

Between 1750 and 1850 Spanish American politics underwent a dramatic cultural shift as monarchist colonies gave way to independent states based at least nominally on popular sovereignty and republican citizenship. In The Time of Liberty, Peter Guardino explores the participation of subalterns in this grand transformation. He focuses on Mexico, comparing local politics in two parts of Oaxaca: the mestizo, urban Oaxaca City and the rural villages of nearby Villa Alta, where the population was mostly indigenous. Guardino challenges traditional assumptions that poverty and isolation alienated rural peasants from the political process. He shows that peasants and other subalterns were conscious and complex actors in political and ideological struggles and that popular politics played an important role in national politics in the first half of the nineteenth century.

Guardino makes extensive use of archival materials, including judicial transcripts and newspaper accounts, to illuminate the dramatic contrasts between the local politics of the city and of the countryside, describing in detail how both sets of citizens spoke and acted politically. He contends that although it was the elites who initiated the national change to republicanism, the transition took root only when engaged by subalterns. He convincingly argues that various aspects of the new political paradigms found adherents among even some of the most isolated segments of society and that any subsequent failure of electoral politics was due to an absence of pluralism rather than a lack of widespread political participation.

Visions of the Emerald City is an absorbing historical analysis of how Mexicans living in Oaxaca City experienced “modernity” during the lengthy “Order and Progress” dictatorship of Porfirio Díaz (1876–1911).
