Описание:

Humanitarian workers around the world struggle under dangerous conditions. Yet many do not have the technological tools readily available elsewhere to help them realize their mission to provide essential services and save lives.
This book, the fruit of a historic conference, is a practical guide to current technologies that can help relief and humanitarian aid workers succeed. Designed to facilitate needed technology transfer to the humanitarian sector, the essays focus on areas where technology is underused and predict where new technological advances may be applied to relief efforts.
The essays cover essential areas: communications technology and infrastructure support and security. They describe how such technologies as personal identification and tagging systems, software radios, wireless networks, and computer-aided language translation can promote safety and manage large groups of people. Other essays outline new technological solutions to such challenges as mine removal, water purification, and energy generation.
The contributors are: Kevin M. Cahill, Frank Fernandez, C. Kumar Patel, Paul J. Kolodzy, Joseph Mitola III, Victor Zue, Jaime G. Carbonell, Stephen Squires, Joseph V. Braddock, Arthur L. Lerner-Lam, Ralph James, William L. Warren, and Regina E. Dugan.

Описание:

The challenges facing humanitarian logistics are huge. Refugee camps present enormously challenging environments in which sudden spikes in demand, difficult to access locations, disruptions due to conflict or disasters, as well as normal supply chain problems are commonplace. This means that orders for medical and other supplies can take weeks and sometimes months to fulfil, severely impeding humanitarian operations. There is also a lack of or slow adoption of technology routinely used elsewhere. In addition, humanitarian logistics are also expensive. When customs clearance, transportation, storage, middlemen and administration are added in, the costs of basic items are often exorbitant.
Managing Humanitarian Innovation presents a new approach that is beginning to transform the way humanitarian logistics are conducted. Innovation in logistics includes disrupting and improving supply chains through the use of technology, especially 3D printers, and engaging people to manage this approach. The book discusses what innovation is, and strategies for supporting it; it describes practical innovations and how they have been applied; and it outlines how innovation labs can be run. Finally it covers how to fund innovation and it suggests how humanitarian innovation might develop in the future.
This book brings together the real experience of practitioners who have made innovation work. It is a collaborative work written by and for the community of people involved in humanitarian innovation, in particular in the making and manufacturing of humanitarian supplies. The book is full of practical and actionable points of value to the humanitarian community.
Managing Humanitarian Innovation is essential reading for humanitarian practitioners as well as volunteers and others involved in humanitarian supplies provision. It is equally helpful to thought leaders, policy makers and educators.

Описание:

In 2010, Haiti was ravaged by a brutal earthquake that affected the lives of millions. The call to assist those in need was heard around the globe. Yet two years later humanitarian efforts led by governments and NGOs have largely failed. Resources are not reaching the needy due to bureaucratic red tape, and many assets have been squandered. How can efforts intended to help the suffering fail so badly? In this timely and provocative book, Christopher J. Coyne uses the economic way of thinking to explain why this and other humanitarian efforts that intend to do good end up doing nothing or causing harm.

In addition to Haiti, Coyne considers a wide range of interventions. He explains why the U.S. government was ineffective following Hurricane Katrina, why the international humanitarian push to remove Muammar Gaddafi in Libya may very well end up causing more problems than prosperity, and why decades of efforts to respond to crises and foster development around the world have resulted in repeated failures.

In place of the dominant approach to state-led humanitarian action, this book offers a bold alternative, focused on establishing an environment of economic freedom. If we are willing to experiment with aid—asking questions about how to foster development as a process of societal discovery, or how else we might engage the private sector, for instance—we increase the range of alternatives to help people and empower them to improve their communities. Anyone concerned with and dedicated to alleviating human suffering in the short term or for the long haul, from policymakers and activists to scholars, will find this book to be an insightful and provocative reframing of humanitarian action.

Condemned to Repeat?: The Paradox of Humanitarian Action

Описание:

Humanitarian groups have failed, Fiona Terry believes, to face up to the core paradox of their activity: humanitarian action aims to alleviate suffering, but by inadvertently sustaining conflict it potentially prolongs suffering. In Condemned to Repeat?, Terry examines the side-effects of intervention by aid organizations and points out the need to acknowledge the political consequences of the choice to give aid. The author makes the controversial claim that aid agencies act as though the initial decision to supply aid satisfies any need for ethical discussion and are often blind to the moral quandaries of aid. Terry focuses on four historically relevant cases: Rwandan camps in Zaire, Afghan camps in Pakistan, Salvadoran and Nicaraguan camps in Honduras, and Cambodian camps in Thailand.Terry was the head of the French section of Medecins sans frontieres (Doctors Without Borders) when it withdrew from the Rwandan refugee camps in Zaire because aid intended for refugees actually strengthened those responsible for perpetrating genocide. This book contains documents from the former Rwandan army and government that were found in the refugee camps after they were attacked in late 1996. This material illustrates how combatants manipulate humanitarian action to their benefit. Condemned to Repeat? makes clear that the paradox of aid demands immediate attention by organizations and governments around the world. The author stresses that, if international agencies are to meet the needs of populations in crisis, their organizational behavior must adjust to the wider political and socioeconomic contexts in which aid occurs.

Описание:

This third volume in the pioneering series, International Humanitarian Affairs, goes beyond the practical to address fundamental questions at the heart of humanitarian actions.
How do different religious, cultural, and social systems—and the values they support—shape humanitarian action? What are the bases of caring societies? Are there universal values for human well-being? International experts come face to face with the assumptions about human dignity and social justice that guide efforts to rescue and repair communities in crisis.
The original essays explore mandates for humanitarian action in religious traditions, and codes of conduct for the media, military, medicine, and the academy in relief efforts. They explore threats to human welfare from terrorism and gender exploitation and assess international law, the media, and the politics of civil society in a world of war, conflict, and strife.
The contributors: Kofi Annan, Avery Cardinal Dulles, S.J., Rabbi Harlan J. Wechsler, H.R.H. Prince El Hassan Bin Talal, Francis Mading Deng, Maj. Gen. Timothy Cross, Joseph O’ Hare, S.J., Tom Brokaw, Eoin O’Brien, M.D., Jan Eliasson, Timothy Harding, M.D., Paul Wilkinson, Larry Hollingworth, Nancy Ely-Raphel, John Feerick, Michael Veuthey, Edward Mortimer, Kathleen Newland, Peter Tarnoff, Richard Falk, and the editor.

Описание: This is a call to engage with the histories of emotions and the senses, as well as with the new history of experiences, in order to write a gendered history of humanitarian action. This Element challenges essentialist interpretations according to which women have undertaken humanitarian action because of their allegedly compassionate nature. Instead, it shows how humanitarianism has allowed women to participate in international politics by claiming their rights as citizens, struggling against class inequalities, racial segregation and sexual discrimination in the light of disparate feelings such as resentment, hope, trust, shame and indignation. Ultimately, these case studies are understood to represent historically created moral economies of care: distinctive ways of feeling, performing and knowing humanitarianism which have evolved in relation to shifting emotional values associated with what it means to be human.
