Since 1974 there has been an unprecedented wave of democratization in the world. This trend has been particularly extensive in South America. But the problems confronting these new democracies are staggering, and the prospects for building consolidated democratic regimes are far from uniformly good. Focusing primarily on recent South American cases, Issues in Democratic Consolidation examines some of the difficulties of constructing consolidated democracies and provides a critical examination of the major issues involved.

A prominent theme running through this collection is that the transitions from authoritative rule to civilian government may be arrested by political, economic, and social constraints. The articles contain analyses of the varied modalities and complex processes related to the transitions. The first transition begins with the initial stirrings of crisis under authoritarian rule that generate some form of political opening and greater respect for basic civil rights, and ends with the establishment of a government elected in an open, competitive contest. The volumes primary focus, however, is on the second transition, which begins with the inauguration of a democratic government and ends-if all goes well-with the establishment of a consolidated democratic regime.

This book offers the first comparative study of the foundations, consolidation and contestation of regime guardianship in the Islamic Republic of Iran and the Republic of Turkey. For decades, the military in Turkey and the clergy in Iran acted as the guardians of Ataturk and Khomeini’s ideological legacies. At the turn of the 21st century rising popular actors in both countries started challenging the tutelary control of the state and society. While in Turkey the clash between the Kemalist guardians and their Islamist-led rivals resulted in a victory for the latter, although not for democracy, in Iran, traditionalist guardians were able to thwart popular challenges to their authority at the expense of the regime’s democratic legitimacy. How was guardianship established, consolidated and contested in these republics with seemingly inimical founding ideologies? Why did it unravel in Turkey but survive in the Islamic Republic in the early 2010s? And what do these power struggles and their outcomes tell us about political contestation in tutelary hybrid regimes?

Why did precarious and collapsed democracies in Europe develop into highly stable democracies? Gerard Alexander offers a rational choice theory of democratic consolidation in a survey of the breakdowns of and transitions to democratic institutions. Through an analysis of developments in Spain, Britain, France, Germany, and Italy, Alexander explores how key political sectors established the long-term commitment to democracy that distinguishes consolidated democracies. Alexander makes a highly accessible rationalist argument about the conditions under which such commitments emerge, arguing that powerful sectors abandon options for overthrowing democratic rules only when they predict low risks in democracy.
