Between 1750 and 1850 Spanish American politics underwent a dramatic cultural shift as monarchist colonies gave way to independent states based at least nominally on popular sovereignty and republican citizenship. In The Time of Liberty, Peter Guardino explores the participation of subalterns in this grand transformation. He focuses on Mexico, comparing local politics in two parts of Oaxaca: the mestizo, urban Oaxaca City and the rural villages of nearby Villa Alta, where the population was mostly indigenous. Guardino challenges traditional assumptions that poverty and isolation alienated rural peasants from the political process. He shows that peasants and other subalterns were conscious and complex actors in political and ideological struggles and that popular politics played an important role in national politics in the first half of the nineteenth century.
Guardino makes extensive use of archival materials, including judicial transcripts and newspaper accounts, to illuminate the dramatic contrasts between the local politics of the city and of the countryside, describing in detail how both sets of citizens spoke and acted politically. He contends that although it was the elites who initiated the national change to republicanism, the transition took root only when engaged by subalterns. He convincingly argues that various aspects of the new political paradigms found adherents among even some of the most isolated segments of society and that any subsequent failure of electoral politics was due to an absence of pluralism rather than a lack of widespread political participation.
In Children of Facundo Ariel de la Fuente examines postindependence Argentinian instability and political struggle from the perspective of the rural lower classes. As the first comprehensive regional study to explore nineteenth-century society, culture, and politics in the Argentine interior—where more than 50 percent of the population lived at the time—the book departs from the predominant Buenos Aires-centered historiography to analyze this crucial period in the processes of state- and nation-building. La Rioja, a province in the northwest section of the country, was the land of the caudillos immortalized by Domingo F. Sarmiento, particularly in his foundational and controversial book Facundo. De la Fuente focuses on the repeated rebellions in this district during the 1860s, when Federalist caudillos and their followers, the gauchos, rose up against the new Unitarian government. In this social and cultural analysis, de la Fuente argues that the conflict was not a factional struggle between two ideologically identical sectors of the elite, as commonly depicted. Instead, he believes, the struggle should be seen from the perspective of the lower-class gauchos, for whom Unitarianism and Federalism were highly differentiated party identities that represented different experiences during the nineteenth century. To reconstruct this rural political culture de la Fuente relies on sources that heretofore have been little used in the study of nineteenth-century Latin American politics, most notably a rich folklore collection of popular political songs, folktales, testimonies, and superstitions passed down by old gauchos who had been witnesses or protagonists of the rebellions. By situating the rebellion within the broader context of early-nineteenth-century Peruvian politics and tracing Huanta peasants’ transformation from monarchist rebels to liberal guerrillas, Méndez complicates understandings of what it meant to be a patriot, a citizen, a monarchist, a liberal, and a Peruvian during a foundational moment in the history of South American nation-states.

Crime and the Administration of Justice in Buenos Aires, 1785–1853, analyzes the emergence of the criminal justice system in modern Argentina, focusing on the city of Buenos Aires as a case study. It concentrates on the formative period of the postcolonial penal system, from the installation of the second Audiencia (the superior justice tribunal in the viceroyalty of R?o de la Plata) in 1785 to the promulgation of the Argentine national constitution in 1853, when a new phase of interregional organization and codification began.
During this transitional period, basic features of the modern Argentine criminal justice system emerged. Osvaldo Barreneche studies these characteristics in detail: the institutional subordination of the judiciary; police interference and disruption in the relationships between the judiciary and civil society; the manipulation of the initial stages of the judicial process by senior police officers; and the use of institutionally malleable penal-legal procedures as a punitive system regardless of the judicially evaluated outcome of criminal cases.
