Making sense of such questions and observations is only possible by understanding how the decision-making of societies at risk is embedded in culture, and how intervention measures acknowledge, or neglect, cultural settings. The social construction of risk is being given increasing priority in understand how people experience and prioritize hazards in their own lives and how vulnerability can be reduced, and resilience increased, at a local level. Culture and Disasters adopts an interdisciplinary approach to explore this cultural dimension of disaster, with contributions from leading international experts within the field. Section I provides discussion of theoretical considerations and practical research to better understand the important of culture in hazards and disasters. Culture can be interpreted widely with many different perspectives; this enables us to critically consider the cultural boundedness of research itself, as well as the complexities of incorporating various interpretations into DRR. If culture is omitted, related issues of adaptation, coping, intervention, knowledge and power relations cannot be fully grasped. Section II explores what aspects of culture shape resilience? How have people operationalized culture in every day life to establish DRR practice? What constitutes a resilient culture and what role does culture play in a society’s decision making? It is natural for people to seek refuge in tried and trust methods of disaster mitigation, however, culture and belief systems are constantly evolving. How these coping strategies can be introduced into DRR therefore poses a challenging question. Finally, Section III examines the effectiveness of key scientific frameworks for understanding the role of culture in disaster risk reduction and management. DRR includes a range of norms and breaking these through an understanding of cultural will challenge established theoretical and empirical frameworks.

Описание: In the field of risks and crises, both the access to relevant information and its circulation are seen as crucial factors. Based on a new integrated theoretical model focusing on the stakeholder, the book proposes analysis of information reformulation and circulation in risk environments and crisis situations. Simply circulating the information does not mean that it will be picked up by those who could benefit from it. This has been amply demonstrated by the various crises and catastrophes that have shaken the planet in recent years. In order to be able to deal with risk situations and crises, it must be possible for information – when it circulates – to be understood and interpreted by a wide range of stakeholders, working in fields such as health and natural or environmental risks. By observing closely, in three very different situations, the way in which information is gathered, processed, distributed and used, this book examines the countless reformulations, redefinitions and even reorientations to which all information is subjected. This multiple reformatting, at least according to the hypothesis put forward in this book, is an important element in ensuring that the information produced circulates and reaches those for whom it is intended. The intention is then to analyze the way in which information circulates in situations of risk and crisis. In order to do it, the authors propose a new theoretical model based on different approaches. This model is anchored in the trend of research that has been oriented towards a wider understanding of risks and their territorial and social consequences. These ideas question the approach to risk which focuses primarily on technical aspects and probability. The model also draws from approaches to risk that focus on the stakeholders involved in the debates and the need for an integrated vision of risks. Risks are thus considered heterogeneous, plural and transcalar. The information flow about risks was studied first in the SHOC Room of the World Health Organization (WHO) in Geneva, a central place through which passes all information destined to managing world-wide epidemic risks. Then the research team monitored the constitution and the reception of a field library about risks management and reduction sent to Madagascar, an island systematically hit by cyclones. This following process has permitted the analysis of information dissemination during a crisis situation. The third field work was done in Cameroun to observe the use and transmission of information in two NGO specializing in sanitary risks prevention using traditional and biomedical conceptualization of health and illness. The book ends with a practical tool to assess and help the information circulation in risk and crisis situations.
Building Effective Crisis Communications for Disaster Recovery: A Case of Earthquake Reconstruction and Rehabilitation in Sichuan, China reviews and evaluates public relations (PR) campaigns launched by the Chinese government to facilitate long-term disaster recovery after the Wenchuan earthquake in 2008. The Discourse of Renewal (DR) theory is employed to guide the study and explore how the Chinese government utilized communication to help communities recover from disaster and promote community growth. Steered by the co-creational perspective, this book also examines the influence of PR campaigns on the public’s situation awareness, attitude agreement, perceived care and concern, and ultimately the public’s relationship with the Chinese government in renewal. In addition to developing and testing a DR evaluation model, this study investigates the communication obstacles that constrain the effectiveness of DR. In-depth interviews, content analysis, and surveys are conducted to analyze the themes, characteristics, effectiveness, and barriers of the campaigns. The findings of Building Effective Crisis Communications for Disaster Recovery include that (1) DR theory, which has heretofore been developed and applied mainly in Western culture, can inform the study of crisis communication in an Eastern culture, especially in China, (2) DR employed in government campaigns can be very powerful in achieving PR goals in crisis renewal, and (3) imbalanced deployment of campaign resources can affect the outcome of DR. This book also discusses the implications of utilizing these findings to better plan and implement long-term DR campaigns.

The second largest city in New York State, located directly in line with the Great Lakes' snowbelt, was no stranger to this kind of winter weather. With their city averaging ninety-four inches of snow per year, the citizens of Buffalo knew how to survive a snowstorm. Analyzed songs cover some of the most well-known disasters of the time period from the sinking of the Titanic and the 1930 drought to the Hindenburg accident, and more. Thirty previously unreleased African American disaster songs appear in this volume for the first time, revealing their pertinence to the relevant disasters.
