This book explores the life and times of Ecuador's most controversial politician within the broader context of the new political history, addressing five major themes of nineteenth-century Latin American history: the creation of political networks, the divisiveness of regionalism, the bitterness of the liberal-conservative ideological divide, the complicating problem of caudillismo, and the quest for progress and modernization.
Two myths traditionally associated with García Moreno's rule are debunked. The first is that he created a theocracy in Ecuador. Instead, the book argues that he negotiated a concordat with the Papacy giving the national government control over the church's secular responsibilities, and subordinated the clergy, many of whom were highly critical of García Moreno, to the conservative state. A second, frequently repeated generalization is that he created a conservative dictatorship out of touch with the liberal age in which he lived. Instead, the book argues that moderates held sway during the first nine years of García Moreno's period of influence, and only during his final term did he achieve the type of conservative state he thought necessary to advance his progressive nation-building agenda.
In sum, this book enriches our understanding of many of the notions of state formation by suggesting that conservatives like García Moreno envisioned a program of material progress and promoting national unity under a very different formula from that of nineteenth-century liberals.

Part I provides an overview of the history of rural development in Bolivia—the long history of anti-indigenous discrimination, the introduction of aid programs in the Western development paradigm, the rise of grassroots movements challenging this paradigm, and the array of initiatives now contributing to the revitalization of indigenous cultural resources. Part II consists of in-depth narratives of nine projects, giving an inside view of the processes that interweave cultural recuperation and developmental strategies. These stories illustrate the cultural barriers that must be overcome and the setbacks often faced by grassroots federations. The projects range from successful agro-exports such as organic chocolate and quinoa to the groundbreaking work of indigenous artists and artisans. In Part III, author Kevin Healy attempts to identify the numerous factors that helped engender successful outcomes in these projects and discusses the effects of globalization on Bolivian culture and development patterns. This inspirational story of social change led by idealism will be valuable for international policymakers, analysts, and aid officials, as well as native North and South Americans, and non-Native Americans who strongly identify with their struggles.

This innovative political history provides a new perspective on the enduring question of the origins and nature of the Indian revolts against the Spanish that exploded in the southern Andean highlands in the 1780s. Subverting Colonial Authority focuses on one of the main—but least studied—centers of rebel activity during the age of the Túpac Amaru revolution: the overwhelmingly indigenous Northern Potosí region of present-day Bolivia. Tracing how routine political conflict developed into large-scale violent upheaval, Sergio Serulnikov explores the changing forms of colonial domination and peasant politics in the area from the 1740s (the starting point of large political and economic transformations) through the early 1780s, when a massive insurrection of the highland communities shook the foundations of Spanish rule.
Drawing on court records, government papers, personal letters, census documents, and other testimonies from Bolivian and Argentine archives, Subverting Colonial Authority addresses issues that illuminate key aspects of indigenous rebellion, European colonialism, and Andean cultural history. Serulnikov analyzes long-term patterns of social conflict rooted in local political cultures and regionally based power relations. He examines the day-to-day operations of the colonial system of justice within the rural villages as well as the sharp ideological and political strife among colonial ruling groups. Highlighting the emergence of radical modes of anticolonial thought and ethnic cooperation, he argues that Andean peasants were able to overcome entrenched tendencies toward internal dissension and fragmentation in the very process of marshaling both law and force to assert their rights and hold colonial authorities accountable. Along the way, Serulnikov shows, they not only widened the scope of their collective identities but also contradicted colonial ideas of indigenous societies as either secluded cultures or pliant objects of European rule.

Drawing on data from fairs in the Argentinean Andes, this book addresses a local modality of barter known as cambio.
