An extensive history examining how North American nations have tried (and often failed) to police their borders, Border Policing presents diverse scholarly perspectives on attempts to regulate people and goods at borders, as well as on the ways that individuals and communities have navigated, contested, and evaded such regulation.
The contributors explore these power dynamics though a series of case studies on subjects ranging from competing allegiances at the northeastern border during the War of 1812 to struggles over Indian sovereignty and from the effects of the Mexican Revolution to the experiences of smugglers along the Rio Grande during Prohibition. Later chapters stretch into the twenty-first century and consider immigration enforcement, drug trafficking, and representations of border policing in reality television. Together, the contributors explore the powerful ways in which federal authorities impose political agendas on borderlands and how local border residents and regions interact with, and push back against, such agendas. With its rich mix of political, legal, social, and cultural history, this collection provides new insights into the distinct realities that have shaped the international borders of North America.
To understand border enforcement and the shape it has taken, it is imperative to examine a groundbreaking Border Patrol operation begun in 1993 in El Paso, Texas, "Operation Blockade." The El Paso Border Patrol designed and implemented this radical new strategy, posting 400 agents directly on the banks of the Rio Grande in highly visible positions to deter unauthorized border crossings into the urban areas of El Paso from neighboring Ciudad Juárez—a marked departure from the traditional strategy of apprehending unauthorized crossers after entry. This approach, of "prevention through deterrence," became the foundation of the 1994 and 2004 National Border Patrol Strategies for the Southern Border. Politically popular overall, it has rendered unauthorized border crossing far less visible in many key urban areas. However, the real effectiveness of the strategy is debatable, at best. Its implementation has also led to a sharp rise in the number of deaths of unauthorized border crossers.
Here, Dunn examines the paradigm-changing Operation Blockade and related border enforcement efforts in the El Paso region in great detail, as well as the local social and political situation that spawned the approach and has shaped it since. Dunn particularly spotlights the human rights abuses and enforcement excesses inflicted on local Mexican Americans and Mexican immigrants as well as the challenges to those abuses. Throughout the book, Dunn filters his research and fieldwork through two competing lenses, human rights versus the rights of national sovereignty and citizenship.

Although popularly conceived as a relatively recent phenomenon, patterns of immigrant smuggling and undocumented entry across American land borders first emerged in the late nineteenth century. Ingenious smugglers and immigrants, long and remote boundary lines, and strong push-and-pull factors created porous borders then, much as they do now.
Historian Patrick Ettinger offers the first comprehensive historical study of evolving border enforcement efforts on American land borders at the turn of the twentieth century. He traces the origins of widespread immigrant smuggling and illicit entry on the northern and southern United States borders at a time when English, Irish, Chinese, Italian, Russian, Lebanese, Japanese, Greek, and, later, Mexican migrants created various "backdoors" into the United States. No other work looks so closely at the sweeping, if often ineffectual, innovations in federal border enforcement practices designed to stem these flows.
From upstate Maine to Puget Sound, from San Diego to the Lower Rio Grande Valley in Texas, federal officials struggled to adapt national immigration policies to challenging local conditions, all the while battling wits with resourceful smugglers and determined immigrants. In effect, the period saw the simultaneous "drawing" and "erasing" of the official border, and its gradual articulation and elaboration in the midst of consistently successful efforts to undermine it.

Brandon T. Jett's Race, Crime, and Policing in the Jim Crow South, by contrast, reveals previously unrecognized efforts by African Americans to use, manage, and exploit policing. In the process, Jett exposes a much more complex relationship, suggesting that while violence or the threat of violence shaped police and minority relations, it did not define all interactions.
Black residents of southern cities repeatedly complained about violent policing strategies and law enforcement's seeming lack of interest in crimes committed against African Americans. These criticisms notwithstanding, Blacks also voiced a desire for the police to become more involved in their communities to reduce the seemingly intractable problem of crime, much of which resulted from racial discrimination and other structural factors related to Jim Crow. Although the actions of the police were problematic, African Americans nonetheless believed that law enforcement could play a role in reducing crime in their communities. During the first half of the twentieth century, Black citizens repeatedly demanded better policing and engaged in behaviors designed to extract services from law enforcement officers in Black neighborhoods as part of a broader strategy to make their communities safer.
By examining the myriad ways in which African Americans influenced the police to serve the interests of the Black community, Jett adds a new layer to our understanding of race relations in the urban South in the Jim Crow era and contributes to current debates around the relationship between the police and minorities in the United States.
