In official and alternative discourses of economic development, the peoples living in Thailands hill country are typically cast as either guardians or destroyers of forest resources, often depending on their ethnicity. Political and historical factors have created a simplistic, misleading, and often scientifically inaccurate environmental narrative: Hmong farmers, for example, are thought to exhibit environmentally destructive practices, whereas the Karen are seen as linked to and protective of their ancestral home. Forsyth and Walker reveal a much more complex relationship of hill farmers to the land, to other ethnic groups, and to the state. They conclude that current explanations fail to address the real causes of environmental problems and unnecessarily restrict the livelihoods of local people.

The authors critical assessment of simplistic environmental narratives, as well as their suggestions for finding solutions, will be valuable in international policy discussions about environmental issues in rapidly developing countries. Moreover, their redefinition of northern Thailands environmental problems, and their analysis of how political influences have reinforced inappropriate policies, demonstrate new ways of analyzing how environmental science and knowledge are important arenas for political control.

This book makes valuable contributions to Thai studies and more generally to the fields of environmental science, ecology, geography, anthropology, and political science, as well as to policy making and resource management in the developing world.

Описание: This book explores today’s changing intellectual climate, wherein understanding politics at different levels from global to local is considered mandatory in order to appraise the outcome of nature conservation interventions. By carefully examining two such processes – the ban on shahtoosh trade and the ‘National Afforestation Programme’ in the Indian state of Jammu and Kashmir, the book reveals how these processes are influenced by politics at different levels – from their introduction at the macro-level to their implementation at the micro-level – and in turn become coloured by the agendas and interests of the various stakeholders involved. Throughout the book, one priority is to give a voice to the poor resource-users who have been traditionally dependent on wildlife and forest resources for mere subsistence. Yet, these same people are who bear the brunt of nature conservation costs, rather than those actors who are responsible for the most serious violations in pursuit of greater profits. Contemporary Environmental Sociology is chiefly characterised by its focus on power relations in resource conservation and management. In ‘political ecology’ literature, too – especially after recognising the paradoxes and limitations of approaches such as ‘sustainable development’, ‘sustainable livelihoods’ and ‘community based natural resource management’ – there is a growing concern for critical analyses of multi-level politics in connection with nature conservation. The purpose of the book is not to challenge the gravity of environmental concerns, but to question the dominance of conservation interests over the subsistence needs of local communities, and to strike a balance between environmental and social justice. It argues that, unless and until more just accountability for the affected populations is ensured, conservation policies are unlikely to meet the goals of sustainable resource management. Given its critical engagement with human-nature conflicts in Jammu and Kashmir, the book offers a unique resource for students and scholars of Environmental Sociology, Political Ecology, Natural Resources Management, Conflict Studies and Human Rights Studies.

Drawing boundaries around wilderness areas often serves a double purpose: protection of the land within the boundary and release of the land outside the boundary to resource extraction and other development. In Drawing Lines in the Forest, Kevin R. Marsh discusses the roles played by various groups—the Forest Service, the timber industry, recreationists, and environmentalists—in arriving at these boundaries. He shows that pragmatic, rather than ideological, goals were often paramount, with all sides benefiting.

After World War II, representatives of both logging and recreation use sought to draw boundaries that would serve to guarantee access to specific areas of public lands. The logging industry wanted to secure a guaranteed supply of timber, as an era of stewardship of the nation's public forests gave way to an emphasis on rapid extraction of timber resources. This spawned a grassroots preservationist movement that ultimately challenged the managerial power of the Forest Service. The Wilderness Act of 1964 provided an opportunity for groups on all sides to participate openly and effectively in the political process of defining wilderness boundaries.

The often contentious debates over the creation of wilderness areas in the Cascade Mountains in Oregon and Washington represent the most significant stages in the national history of wilderness conservation since World War II: Three Sisters, North Cascades and Glacier Peak, Mount Jefferson, Alpine Lakes, French Pete, and the state-wide wilderness acts of 1984.

In the late twentieth century, residents of the Blue Ridge mountains in western North Carolina fiercely resisted certain environmental efforts, even while launching aggressive initiatives of their own. Kathryn Newfont examines the environmental history of this region over the course of three hundred years, identifying what she calls commons environmentalism--a cultural strain of conservation in American history that has gone largely unexplored.

Efforts in the 1970s to expand federal wilderness areas in the Pisgah and Nantahala national forests generated strong opposition. For many mountain residents the idea of unspoiled wilderness seemed economically unsound, historically dishonest, and elitist. Newfont shows that local people's sense of commons environmentalism required access to the forests that they viewed as semipublic places for hunting, fishing, and working. Policies that removed large tracts from use were perceived as "enclosure" and resisted.

These battles often pitted industrialists against environmentalists. Newfont argues that the side that most effectively hitched its cause to local residents' commons culture usually won. A few perceptive activists realized that the same cultural ground that yielded wilderness opposition could also produce ambitious protection efforts, such as Blue Ridge residents' opposition to petroleum exploration and clearcut timber harvesting.
