Описание: This book answers why anti-trade forces in developing countries sometimes fail to effectively exert pressure on their governments. The backlash against globalization spread across several Latin American countries in the 2000s, yet a few countries such as Peru doubled down on their bets on free trade by signing bilateral agreements with the US and the EU. This study uses evidence from three Latin American countries (Peru, Argentina, and Bolivia) to suggest that geography can play a significant role in shaping trade preferences and undermining the formation and clout of distributional coalitions that seek protectionism. Because trade liberalization can have uneven distributional impacts along regional lines, trade liberalization losers can find themselves in unfavorable conditions to associate and engage in collective action. Under these circumstances, few coalitions emerge to battle for protection in the policy arena, and when they do, geographic distance from decision-makers in the capital city can be a significant barrier to realizing their interests. As a result, even where a majority of the population living in regions that have not benefitted from trade elect a leftist president, trade reform reversal will not occur unless protectionist interests are close to the capital city. The contrast between Peru, on one side, and Argentina and Bolivia, on the other, highlights the powerful influence geography can have on reversing trade policy or preserving the status quo.

This volume argues that in order to understand the slow progress of World Trade Organization negotiations, we need to take into consideration the 'intermestic' character of trade politics, that is, the way in which international and domestic aspects of politics and policies have been woven together and become inextricably related to each other. International Trade Negotiations and Domestic Politics therefore presents an in-depth analysis of institutions, ideas, interests and actors in the interplay between international trade negotiations and national negotiating positions. At the international level the authors focus on the multilateral negotiations within the World Trade Organization, together with the plurilateral and bilateral negotiations on free trade agreements. The so-called culture industries—film, television and radio broadcasting, periodical and book publishing, video and sound recording—are noteworthy exceptions to the rhetorical commitment of Western countries to free trade as a major goal. These exceptions threatened to derail such high-profile negotiations as NAFTA and its predecessor, the Canada-US Free Trade Agreement, as well as the Uruguay Round of the GATT.

Conventional wisdom did not foresee trouble from this source, because these established industries are not commercial national champions, nor are they particularly large providers of jobs. As Patricia M. Goff shows, the standard trade literature considers the monetary value but doesn't recognize the symbolic importance of cultural production. In Limits to Liberalization, she traces the interplay between the commercial and the cultural. Governments that want to expand free trade may simultaneously resist liberalization in the culture industries (and elsewhere, including agriculture and health care).

Goff traces the rationale for "cultural protectionism" in the trade policies of Canada, France, and the European Union. The result is a larger understanding of the forces that shape international trade agreements and a book that speaks to current theoretical concerns about national identity as it plays out in politics and international relations.
