Описание: This book throws new light on the way in which the Internet impacts on democracy. Based on J?rgen Habermas’ discourse-theoretical reconstruction of democracy, it examines one of the world’s largest, most diverse but also most unequal democracies, Brazil, in terms of the broad social and legal effects the internet has had. Focusing on the Brazilian constitutional evolution, the book examines how the Internet might impact on the legitimacy of a democratic order and if, and how, it might yield opportunities for democratic empowerment. The book also assesses the ways in which law, as an institution and a system, reacts to the changes and challenges brought about by the Internet: the ways in which law may retain its strength as an integrative force, avoiding a ‘virtual’ legitimacy crisis.

Описание:

The largely successful trajectory of participatory democracy in post-1988 Brazil is well documented, but much less is known about its origins in the 1970s and early 1980s. In Participatory Democracy in Brazil: Socioeconomic and Political Origins, J. Ricardo Tranjan recounts the creation of participatory democracy in Brazil. He positions the well-known Porto Alegre participatory budgeting at the end of three interrelated and partially overlapping processes: a series of incremental steps toward broader political participation taking place throughout the twentieth century; short-lived and only partially successful attempts to promote citizen participation in municipal administration in the 1970s; and setbacks restricting direct citizen participation in the 1980s. What emerges is a clearly delineated history of how socioeconomic contexts shaped Brazil’s first participatory administrations.

Tranjan first examines Brazil’s long history of institutional exclusion of certain segments of the population and controlled inclusion of others, actions that fueled nationwide movements calling for direct citizen participation in the 1960s. He then presents three case studies of municipal administrations in the late 1970s and early 1980s that foreground the impact of socioeconomic factors in the emergence, design, and outcome of participatory initiatives. The contrast of these precursory experiences with the internationally known 1990s participatory models shows how participatory ideals and practices responded to the changing institutional context of the 1980s. The final part of his analysis places developments in participatory discourses and practices in the 1980s within the context of national-level political-institutional changes; in doing so, he helps bridge the gap between the local-level participatory democracy and democratization literatures.

Описание: The popularization of the Internet, due in larger part to the advent of multifunctional cell phones, poses new challenges for health professionals, patients, and caregivers as well as creates new possibilities for all of us. This comprehensive volume analyzes how this social phenomenon is transforming long-established healthcare practices and perceptions in a country with one of the highest numbers of Internet users: Brazil. After an opening text that analyzes the Internet and E-Health Care as a field of study, the book comprises six parts. The first part introduces the emergence and development of the internet in Brazil, its pioneering experience in internet governance, digital inclusion, and online citizen participation. The second part is dedicated to internet health audiences by analyzing the cases of patients, the young, and the elderly seeking and sharing health information online, especially in virtual communities. The third part is dedicated to the challenges that the expansion of the internet in healthcare poses to all of us, such as the evaluation of the quality of health information available online and the prevention of the risks involved with online sales, cyberbullying, and consumption of prescription medicines. The fourth presents some innovative e-learning experiences carried out with different groups in Brazil, while the fifth part analyses some practical applications involving the Internet and health, including studies on M-Health, the Internet of things, serious games and the use of new information and communication technologies in health promotion. The last chapter analyses the future of healthcare in the Internet Age.The authors establish a critical and creative debate with international scholarship on the subject. This book is written in a direct and comprehensible way for professionals, researchers, students of communication and health, as well as for stakeholders and others interested in better understanding the trends and the different challenges related to the social phenomenon of the internet in health.

Описание: This book investigates the relationship between liberal democracies and ontology, that is, philosophical claims about the constitution of agents and the social world. Many philosophers argue that ontology needs to be avoided in political and legal philosophy. In fact, political liberalism, a highly influential paradigm founded by the philosopher John Rawls, makes the avoidance of ontology a core ambition of its 'political, non-metaphysical' program. In contrast to political liberalism, this book argues that attending to ontological disputes is essential to political and legal philosophy. Illuminating, criticizing, and developing ontological arguments not only enhances our understanding of justice, but also highlights key features of democratic citizenship. Three traditions of thought are brought together to back up this idea: political liberalism, the work of Michel Foucault, and the psychoanalytic theories of Sigmund Freud and Donald Winnicott. The book also investigates more concrete implications of ontological disputes by drawing on several case studies: a Dutch political-legal debate about greeting rituals; an American conflict about the legalization of religious freedom; and the struggles for resilience of two American social movement groups. Revised Dissertation. (Series: European Academy of Legal Theory Series) Subject: Legal Philosophy, Political Theory, Politics, Constitutional & Administrative Law]

Описание: Ben Ross Schneider's volume, New Order and Progress takes a thorough look at the political economy of Brazil. The distinctive perspective of the 11 chapters is historical, comparative, and theoretical. Collectively, the chapters offer sobering insight into why Brazil has not been the rising economic star of the BRIC that many predicted it would be, but also documents the gains that Brazil has made toward greater equality and stability. The book is grouped into four parts covering Brazil's development strategy, governance, social change, and political representation. The authors -18 leading experts from Brazil and the United States - analyze core issues in Brazil's evolving political economy, including falling inequality, the new middle class, equalizing federalism, the politicization of the federal bureaucracy, resurgent state capitalism, labor market discrimination, survival of political dynasties, the expansion of suffrage, oil and the resource curse, exchange rates and capital controls, protest movements, and the frayed social contract.

Описание:

Despite increasing interest in how involvement in local government can improve governance and lead to civic renewal, questions remain about participation's real impact. This book investigates participatory budgeting—a mainstay now of World Bank, UNDP, and USAID development programs—to ask whether its reforms truly make a difference in deepening democracy and empowering civil society. Looking closely at eight cities in Brazil, comparing those that carried out participatory budgeting reforms between 1997 and 2000 with those that did not, the authors examine whether and how institutional reforms take effect.

Bootstrapping Democracy highlights the importance of local-level innovations and democratic advances, charting a middle path between those who theorize that globalization hollows out democracy and those who celebrate globalization as a means of fostering democratic values. Uncovering the state's role in creating an "associational environment," it reveals the contradictory ways institutional reforms shape the democratic capabilities of civil society and how outcomes are conditioned by relations between the state and civil society.
