This book assesses the extent of the authority that the Organisation of American States holds over the key issues confronting its member states. It explores the extent and significance of the transformation of the OAS since 1991: its roots, the reasons for and extent of its emergence, and the role that the organisation currently plays in the promotion of regional governance in the two key issue-areas of security and the defense and promotion of democratic norms and principles of good governance. By assessing where the OAS has succeeded and failed, Horwitz provides an in-depth explanation of how cooperation and consensus works in the Inter-American system.
This study reports on indications that the OAS is looking for ways to act multilaterally in certain security issues, for instance trying to develop a drug regime. The OAS is also actively defending and promoting democratic norms and rules. Presently, the Western Hemisphere is at a crossroads and it is too soon to tell whether the OAS will adapt and succeed or whether the efforts to integrate OAS member states through specific common security policies and the democracy paradigm will add to the list of previous regional integration failures.
This book is an important contribution to the debate on the role of International Organisations in shaping the Inter-American system. By looking at specific cases such as the defence of democracy, where the OAS is working through specific agencies and promoting cooperation and consensus, we are able to discern the successes and failures of the OAS.

As opposed to the history of philosophy, which has been dominated semantico-centric ontologies, The Syntax of Real endeavors to articulate (perhaps the first) syntactic ontology. One of the most important theses of our time was articulated by the late John Haugeland. This thesis states that if you take care of the syntax, the semantics come for free. While Haugeland understood this thesis as one intervening in philosophy of mind and relating to the nature of artificial intelligence, The Syntax of Real both critiques of Haugeland's understand of his own thesis and articulates its actual ontological implications beyond its relevance to the nature of the mental. Our understanding of syntax must be broadened beyond the linguistic determination of this term if we are to grasp the nature of the real. After detailing the inherent problems of semantic ontologies, this manuscript deduces the very nature of the real from the point of departure of all post-Cartesian thought-the cogito. Semantic nihilism is not advocated. Rather as opposed to other theories of the semantic, a theory of operational semantics is elucidated. Post-traumatic stress disorder--and its predecessor diagnoses, including soldier's heart, railroad spine, and shell shock--was recognized as a psychiatric disorder in the latter part of the nineteenth century. The psychic impacts of train crashes, wars, and sexual shocks among children first drew psychiatric attention. Later, enormous numbers of soldiers suffering from battlefield traumas returned from the world wars. It was not until the 1980s that PTSD became a formal diagnosis, in part to recognize the intense psychic suffering of Vietnam War veterans and women with trauma-related personality disorders. PTSD now occupies a dominant place in not only the mental health professions but also major social institutions and mainstream culture, making it the signature mental disorder of the early twenty-first century.
In PTSD, Allan V. Horwitz traces the fluctuations in definitions of and responses to traumatic psychic conditions.
