Описание: In the late nineteenth and early twentieth centuries, a major transformation was occurring in many spheres of society: people with every sort of disability were increasingly being marginalized, excluded, and incarcerated. Disabled but still productive factory workers were being fired, and developmentally disabled individuals who had previously contributed domestic or agricultural labor in homes or on farms were being sent to institutions and poorhouses. In this book, Sarah F. Rose pinpoints the origins and ramifications of this sea change in American society, exploring the ways that public policy removed the disabled from the category of ""deserving"" recipients of public assistance, transforming them into a group requiring rehabilitation in order to achieve ""self-care"" and ""self-support.""

By tracing the experiences of advocates, program innovators, and disabled people caught up in this epochal transition, Rose masterfully integrates disability history and labor history. She shows how disabled people and their families were relegated to poverty and second-class economic and social citizenship. This has vast consequences for debates about disability, poverty, and welfare in the century to come.

Описание: During the late nineteenth and early twentieth centuries, Americans with all sorts of disabilities came to be labeled as “unproductive citizens.” Before that, disabled people had contributed as they were able in homes, on farms, and in the wage labor market, reflecting the fact that Americans had long viewed productivity as a spectrum that varied by age, gender, and ability. But as Sarah F. Rose explains in No Right to Be Idle, a perfect storm of public policies, shifting family structures, and economic changes effectively barred workers with disabilities from mainstream workplaces and simultaneously cast disabled people as morally questionable dependents in need of permanent rehabilitation to achieve ""self-care"" and ""self-support.""By tracing the experiences of policymakers, employers, reformers, and disabled people caught up in this epochal transition, Rose masterfully integrates disability history and labor history. She shows how people with disabilities lost access to paid work and the status of “worker”--a shift that relegated them and their families to poverty and second-class economic and social citizenship. This has vast consequences for debates about disability, work, poverty, and welfare in the century to come.

Описание:

Available research suggests that less developed countries have significant competitive advantage over developed countries in three major areas of international trade: agriculture, textiles and clothing (T&C), and cross-border labor mobility. Incidentally, these are also the trade sectors which experienced widespread protectionist measures, especially in developed world, for decade after decade. Under the World Trade Organization (WTO), which replaced the General Agreement on Tariff and Trade (GATT) in 1995, much of the restrictions in T&C trade has been phased out, but still this sector faces much higher tariff and non-tariff barriers than any other manufacturing sector in world economy. The agricultural sector also experienced significant dismantling of deeply entrenched trade barriers under the WTO over the course of last two decades, but the sector still remains plagued with quite extensive domestic supports, export subsidies, and tariff barriers. At the same time, despite both theoretical expositions and empirical trends point to significant potential gains from cross-border labor mobility, the sector remains mired in a complex quagmire of economic and political restrictions around the world. Thus, all three sectors in which less developed countries have exports interests still remain less liberalized than the sectors in which developed countries have exports interests.

This book provides an in-depth and up-to-date scholarly analysis of all three trade sectors--agriculture, T&C and cross-border labor mobility--with a penetrating scrutiny of historical backgrounds and developments, crosscurrents of interests and perspectives of both developed and developing countries, and evolving trade patterns and potentials in a more liberalized and globalized world economy. The book also identifies critical economic issues and options for less developed countries in the WTO negotiations for further liberalization of agriculture, T&C, and cross-border labor mobility. This volume will be an important point of reference for students, scholars, and practitioners of international trade, economic development, development economics, and WTO-related issues.

Описание:

In People Must Live by Work, Steven Attewell presents the history of an idea—direct job creation—that transformed the role of government in ameliorating unemployment by hiring the unemployed en masse to prevent widespread destitution in economic crises. For ten years, between 1933 and 1943, direct job creation was put into practice, employing more than eight million Americans and making the federal government the largest single employer in the country. Yet in 2008, when the most dramatic economic crisis since the Depression occurred, the idea of direct job creation was nowhere to be found on the list of policies deemed feasible or advisable for government at any level.
People Must Live by Work traces the rise and fall of direct job creation policy—how it was put into practice, how it came within a hairbreadth of becoming a permanent feature of American economic and social administration, and why it has been largely forgotten or discounted today. Contrary to more conventional arguments, Attewell reveals that the New Deal ended the Great Depression before the United States entered World War II and its jobs programs continued to influence policy debates over the Employment Act of 1946. He examines the deliberations surrounding the Humphrey-Hawkins Full Employment Act that was signed into law in 1978 and demonstrates the ways in which direct job creation played a significant and polarizing role in dividing the economic establishment and the Democratic party in the 1970s. People Must Live by Work not only chronicles the ambition, constraints, and achievements of direct job creation policy in the past but also proposes a framework for understanding its enduring significance and promise for today.
