Описание: Policy makers in Latin America and the Caribbean (LAC) often complain that poor fiscal performance in their countries is a result of a high degree of spending rigidity. Despite being a common complaint, the issue has remained largely ignored by the literature because of the lack of adequate measures of rigidity that allow cross-country and time series comparability. This report helps close this gap by introducing a new measure of spending rigidities that can be easily applied to multiple countries. It focuses on the categories of spending that are naturally inflexible--wages, pensions, transfers to subnational governments, and debt service--and separates them into two components: structural and nonstructural. The structural component is determined by economic, demographic, and institutional fundamentals. The nonstructural component is determined by short-run transitory factors associated with business and political cycles. The degree of rigidity of spending is then proxied by the ratio of structural spending to total spending, with a higher value indicating that spending is driven mostly by factors out of the policy makers' control. This concept of rigidity was applied to 120 countries for the years 2000–17 and produced several interesting results:• Advanced economies and developing countries in other regions have higher levels of rigidity than countries in LAC.• The sources of rigidity vary by country.• Higher rigidity is associated with higher spending levels, higher tax rates, higher public debt, and lower efficiency of public spending.• Rigidity has pervasive effects on fiscal sustainability, increasing the country's financing needs and reducing the probability of the country starting a fiscal adjustment.Given these pervasive effects of spending rigidity, the report concludes by discussing several policies to contain the sources of rigidity in the long term, ranging from the importance of deepening the pension reform process to the need of establishing strong fiscal institutions promoting medium-term fiscal planning.

The contributors to Beyond Civil Society argue that the conventional distinction between civic and uncivic protest, and between activism in institutions and in the streets, does not accurately describe the complex interactions of forms and locations of activism characteristic of twenty-first-century Latin America. They show that most contemporary political activism in the region relies upon both confrontational collective action and civic participation at different moments. Operating within fluid, dynamic, and heterogeneous fields of contestation, activists have not been contained by governments or conventional political categories, but rather have overflowed their boundaries, opening new democratic spaces or extending existing ones in the process. These essays offer fresh insight into how the politics of activism, participation, and protest are manifest in Latin America today while providing a new conceptual language and an interpretive framework for examining issues that are critical for the future of the region and beyond.

Описание: Poetry began as a spoken art and remains one to this day, but readers tend to view the poem on the page as an impenetrable artifact. This book examines the performance of poetry to show how far beyond the page it can travel. Exploring a range of performances from early twentieth-century recitations to twenty-first-century film, CDs, and Internet renditions, Beyond the Page offers analytic tools to chart poetry beyond printed texts Jill S. Kuhnheim, looking at poetry and performance in Spanish America over time, has organized the book to begin with the early twentieth century and arrive at the present day. She includes noteworthy poets and artists such as José Martí, Luis Palés Matos, Eusebia Cosme, Nicomedes Santa Cruz, Pablo Neruda, César Vallejo, and Nicolás Guillén, as well as very recent artists whose performance work is not as well known. Offering fresh historical material and analysis, the author illuminates the relationship between popular and elite cultural activity in Spanish America and reshapes our awareness of the cultural work poetry has done in the past and may do in the future, particularly given the wide array of technological possibilities. The author takes a broad view of American cultural production and creates a dialogue with events and criticism from the United States as well as from Spanish American traditions. Oral and written elements in poetry are complementary, says Kuhnheim, not in opposition, and they may reach different audiences. As poetry enjoys a revival with modern media, performance is part of the new platform it spans, widening the kind of audience and expanding potential meanings. Beyond the Page will appeal to readers with an interest in poetry and performance, and in how poetry circulates beyond the page. With an international perspective and dynamic synthesis, the book offers an innovative methodology and theoretical model for humanists beyond the immediate field, reaching out to readers interested in the intersection between poetry and identity or the juncture of popular-elite and oral-written cultures.

Описание: In ¡Presente! Diana Taylor asks what it means to be physically and politically present in situations where it seems that nothing can be done. As much an act, a word, an attitude, a theoretical intervention, and a performance pedagogy, Taylor maps ¡presente! at work in scenarios ranging from conquest, through colonial enactments and resistance movements, to present moments of capitalist extractivism and forced migration in the Americas. ¡Presente!—present among, with, and to; a walking and talking with others; an ontological and epistemic reflection on presence and subjectivity as participatory and relational, founded on mutual recognition—requires rethinking and unlearning in ways that challenge colonial epistemologies. Showing how knowledge is not something to be harvested but a process of being, knowing, and acting with others, Taylor models a way for scholarship to be present in political struggles.

Описание: Performance Constellations maps transnational protest movements and the dynamics of networked expressive behavior in the streets and online, as people struggle to be heard and effect long-term social justice. Its case studies explore collective political action in Latin America, including the Zapatistas in the mid-'90s, protests during the 2001 Argentine economic crisis, the 2011 Chilean student movement, the 2014–2015 mobilizations for the disappeared Ayotzinapa students, and the 2018 transnational reproductive rights movement. The book analyzes uses of space, time, media communication, and corporeality in protests such as virtual sit-ins, flash mobs, scarfazos, and hashtag campaigns, arguing that these protests not only challenge hegemonic power but are also socially transformative. While other studies have focused either on digital activism or on street protests, Performance Constellations shows that they are in fact integrally entwined. Zooming in on protest movements and art-activism in Mexico, Argentina, and Chile, and putting contemporary insurgent actions in dialogue with their historical precedents, the book demonstrates how, even in moments of extreme duress, social actors in Latin America have taken up public and virtual space to intervene politically and to contest dominant powers.

Описание: This volume documents and explains the reduction of income inequality that has taken place in the majority of Latin American countries over the last decade.
Experts examine the dynamics of poverty and inequality in Latin America and policies to address them using new tools and data.
High inequality in incomes and assets and persistent poverty continue to plague Latin America and remain a central economic policy challenge for Latin American policymakers. At the same time, dramatically improved methods and data allow researchers to analyze these problems and how they are affected by economic policy. In this book, experts on Latin American economic affairs use these new approaches to examine the dynamics of poverty and inequality in Latin America and the ability of policy to address them. Contributors first analyze the historical evolution of inequality in Latin America, examining such topics as the origins of inequality in colonial land distribution, the impact of educational opportunities on earnings inequality in Brazil, and racial discrimination in Brazil's labor market. Contributors then use sophisticated panel data techniques to analyze the regional dynamics of poverty and inequality in Peru and Brazil, considering whether there are spatial poverty traps and, if so, what determines such traps. Finally, contributors use innovative impact evaluation and modeling techniques to examine specific policy issues: devaluation and dollarization in Bolivia, the Oportunidades conditional cash transfer program in rural Mexico, and the distributional effect of Brazil's tax-benefit system.
