Bringing together original, contemporary ethnographic research on the Northeast African state of Eritrea, this book shows how biopolitics - the state-led deployment of disciplinary technologies on individuals and population groups - is assuming particular forms in the twenty-first century. Once hailed as the “African country that works,” Eritrea’s apparently successful post-independence development has since lapsed into economic crisis and severe human rights violations. This is due not only to the border war with Ethiopia that began in 1998, but is also the result of discernible tendencies in the “high modernist” style of social mobilization for development first adopted by the Eritrean government during the liberation struggle (1961–1991) and later carried into the post-independence era. The contributions to this volume reveal and interpret the links between development and developmentalist ideologies, intensifying militarism, and the controlling and disciplining of human lives and bodies by state institutions, policies, and discourses. Also assessed are the multiple consequences of these policies for the Eritrean people and the ways in which such policies are resisted or subverted. This insightful, comparative volume places the Eritrean case in a broader global and transnational context.

This book argues that the Indo-Europeanizing of Europe essentially began shortly before 1600 BC, when lands rich in natural resources were taken over by military forces from the Eurasian steppe and from southern Caucasia. First were the copper and silver mines (along with good harbors) in Greece, and the copper and gold mines of the Carpathian basin. By ca. 1500 BC other military men had taken over the amber coasts of Scandinavia and the metalworking district of the southern Alps. These military takeovers offer the most likely explanations for the origins of the Greek, Keltic, Germanic and Italic subgroups of the Indo-European language family.
Battlefield warfare and militarism, Robert Drews contends, were novelties ca. 1600 BC and were a consequence of the military employment of chariots. Current opinion is that militarism and battlefield warfare are as old as formal states, going back before 3000 BC.
Another current opinion is that the Indo-Europeanizing of Europe happened long before 1600 BC. The "Kurgan theory" of Marija Gimbutas and David Anthony dates it from late in the fifth to early in the third millennium BC and explains it as the result of horse-riding conquerors or raiders coming to Europe from the steppe. Colin Renfrew's Archaeology and Language dates the Indo-Europeanizing of Europe to the seventh and sixth millennia BC, and explains it as a consequence of the spread of agriculture in a "wave of advance" from Anatolia through Europe. Pairing linguistic with archaeological evidence Drews concludes that in Greece and Italy, at least, no Indo-European language could have arrived before the second millennium BC.

In the twenty-first century, political conflict and militarization have come to constitute a global social condition rather than a political exception. Military occupation increasingly informs the politics of both democracies and dictatorships, capitalist and formerly socialist regimes, raising questions about its relationship to sovereignty and the nation-state form. Israel and India are two of the world's most powerful postwar democracies yet have long-standing military occupations. Pakistan, Bangladesh, and Turkey have passed through periods of military dictatorship, but democracy has yielded little for their ethnic minorities who have been incorporated into the electoral process. Sri Lanka and Bangladesh (like India, Pakistan, and Turkey) have felt the imprint of socialism; declarations of peace after long periods of conflict in these countries have not improved the conditions of their minority or indigenous peoples but rather have resulted in "violent peace" and remilitarization. Indeed, the existence of standing troops and ongoing state violence against peoples struggling for self-determination in these regions suggests the expanding and everyday nature of military occupation. Such everydayness raises larger issues about the dominant place of the military in society and the social values surrounding militarism.
