Описание: Effective and impartial public administration is the foundation of state legitimacy. This was understood 4,500 years ago when Urukagina, the ruler of a small country in Mesopotamia, proclaimed the first known reform of public service. The quality of public administration will be even more important in the 21st century. Successful states will be those that recognise public service as a key determinant of national competitive advantage. That realisation will generate a radical change in the image of the civil servant -- from dull, uninspired public official to passionate advocate of the common good.This transformation will be the product of the complex challenges arising from the interweaving of globalisation with the 4th Industrial Revolution. These and related developments are forcing governments around the world to search for public service that can respond to the unprecedented range of opportunities and threats emerging from a rapidly evolving international context. In an increasingly frenetic world ruled by Wicked Ostriches and Black Elephants, governments require a civil service capable of achieving five outcomes: i) unlocking the creativity and collaborative spirit needed to solve complex problems; ii) overcoming the fallacy that the private sector is inherently more innovative and efficient than the public service; iii) developing societies that are perceived by their citizens as fair; iv) fostering the trust of citizens in their governments; and v) bolstering the legitimacy of the state.The author, who is Director of the United Nations Development Programmes Global Centre for Public Service Excellence in Singapore, suggests that these interconnected aims will result in a new phenomenon: the public recognition by political leaders and citizens that future prosperity, political stability, environmental sustainability and social cohesion are dependent on committed and creative civil servants passionate about promoting the long-term national interest.I shall pass through this world but once. Bureaucrats are important symbols of the governments that employ them. Contrary to popular stereotypes, they determine much about the way policy is ultimately enacted and experienced by citizens. While we know a great deal about bureaucrats and their actions, we know little about their development. Are particular types of people drawn to government work, or are government workers forged by the agencies they work in? Put simply, are bureaucrats born, or are they made?
In Becoming Bureaucrats, Zachary W. Oberfield traces the paths of two sets of public servants—police officers and welfare caseworkers—from their first day on the job through the end of their second year. Examining original data derived from surveys and in-depth interviews, along with ethnographic observations from the author's year of training and work as a welfare caseworker, Becoming Bureaucrats charts how public-sector entrants develop their bureaucratic identities, motivations, and attitudes. Ranging from individual stories to population-wide statistical analysis, Oberfield's study complicates the long-standing cliché that bureaucracies churn out bureaucrats with mechanical efficiency. He demonstrates that entrants' bureaucratic personalities evolved but remained strongly tied to the views, identities, and motives that they articulated at the outset of their service. As such, he argues that who bureaucrats become and, as a result, how bureaucracies function, depends strongly on patterns of self-selection and recruitment.
Becoming Bureaucrats not only enriches our theoretical understanding of bureaucratic behavior but also provides practical advice to elected officials and public managers on building responsive, accountable workforces.

Are they anonymous machines or the locus of neutral service relationships? Showing how people experience state public administration, The Bureaucrat and the Poor provides a realistic view of French welfare policies, institutions and reforms and, in doing so, dispels both of these myths. Combining Lipsky's street-level bureaucracy theory with the sociology of Bourdieu and Goffman, this research analyses face-to-face encounters and demonstrates the complex relationship between welfare agents, torn between their institutional role and their personal feelings, and welfare applicants, required to translate their personal experience into bureaucratic categories. Placing these interactions within the broader context of social structures and class, race and gender, the author unveils both the social determinations of these interpersonal relationships and their social functions. Increasing numbers of welfare applicants, coupled with mass unemployment, family transformations and the so-called 'integration problem' of migrants into French society deeply affect these encounters. Staff manage tense situations with no additional resources - some become personally involved, while others stick to their bureaucratic role; most of them alternate between involvement and detachment, assistance and domination. Welfare offices have become a place for 're-socialisation', where people can talk about their personal problems and ask for advice. On the other hand, bureaucratic encounters are increasingly violent, symbolically if not physically. More than ever, they are now a means of regulating the poor.
