Combining rigorous academic scholarship with the experience of a senior Pentagon policymaker, Mara E. Karlin explores the key national security issue of our time: how to effectively build partner militaries. Given the complex and complicated global security environment, declining U.S. defense budgets, and an increasingly connected (and often unstable) world, the United States has an ever-deepening interest in strengthening fragile states. Particularly since World War II, it has often chosen to do so by strengthening partner militaries. It will continue to do so, Karlin predicts, given U.S. sensitivity to casualties, a constrained fiscal environment, the nature of modern nationalism, increasing transnational security threats, the proliferation of fragile states, and limits on U.S. public support for military interventions. However, its record of success is thin. While most analyses of these programs focus on training and equipment, Building Militaries in Fragile States argues that this approach is misguided. Instead, given the nature of a fragile state, Karlin homes in on the outsized roles played by two key actors: the U.S. military and unhelpful external actors. With a rich comparative case-study approach that spans Europe, Asia, and the Middle East, Karlin unearths provocative findings that suggest the traditional way of working with foreign militaries needs to be rethought. Benefiting from the practical eye of an experienced national security official, her results-based exploration suggests new and meaningful findings for building partner militaries in fragile states.

As new presidential administrations come into power, they each bring their own approach to foreign policy. No grand strategy, however, is going to be completely novel. New administrations never start with a blank slate, so it is always possible to see similarities between an administration and its predecessors. Conversely, since each administration faces novel problems and operates in a unique context, no foreign policy strategy is going to be an exact replica of its predecessors. In American Pendulum, Christopher Hemmer examines America's grand strategic choices between 1914 and 2014 using four recurring debates in American foreign policy as lenses. First, how should the United States balance the trade-offs between working alone versus working with other states and international organizations? Second, what is the proper place of American values in foreign policy? Third, where does the strategic perimeter of the United States lie? And fourth, is time on the side of the United States or of its enemies?Offering new readings of debates within the Wilson, Truman, Nixon, Bush, and Obama administrations, Hemmer asserts that heated debates, disagreements, and even confusions over U.S. grand strategy are not only normal but also beneficial. He challenges the claim that uncertainties or inconsistences about the nation's role in the world or approach to security issues betray strategic confusion or the absence of a grand strategy. American foreign policy, he states, is most in danger not when debates are at their most pointed but when the weight of opinion crushes dissent. As the United States looks ahead to an increasingly multipolar world with increasing complicated security issues, Hemmer concludes, developing an effective grand strategy requires ongoing contestation and compromises between competing visions and policies.

Food security is high on the political agenda. Fears about societal insecurity due to food price increases and hunger, grave scenarios regarding the effects of climate change and general uncertainty about the impacts of investments in biofuels and so-call "land grabbing" on food prices and availability have meant that food security is now recognised as being a multifaceted challenge. This book is unique in that it will bring together analyses of these different factors that impact on food security.
This volume will describe a range of different perspectives on food security, with an emphasis on the various meanings that are applied to food security "crisis". The challenges to be reviewed include market volatility, climate change and state fragility. Analyses of responses to food security crises and risk will cover rural and urban contexts, arenas of national policy formation and global food regimes, and investment in land and productive technologies.
This book is unique in two respects. First, it takes a step back from the normative literature focused on specific factors of, for example, climate change, agricultural production or market volatility to look instead at the dynamic interplay between these new challenges. It helps readers to understand that food security is not one discourse, but is rather related to how these different factors generate multiple risks and opportunities. Second, through the case studies the book particularly emphasises how these factors come together at local levels as farmers, entrepreneurs, consumers, local government officials and others are making key decisions about what will be done to address food security and whose food security will be given priority. The book will explore how food production and consumption is embedded in powerful political and market forces and how these influence local actions.
Описание: Within the context of regional integration, comparative regionalism, organizational change, and regional security literatures, this book investigates three cases wherein regional economic organizations were confronted with conventional security threats: the 1978-91 Association of Southeast Asian Nations-Vietnam Standoff, the 1990 Economic Community of West Africa-Liberian Civil War Challenge, and the 1990-91 European Communities-Balkans Crisis. While the literature suggests multiple possible explanations for regional economic organizations' response to these security challenges, including systemic and power-related factors, organizational factors and functional needs, and cognitive and social factors, the author argues that the decision to transform a regional economic organization into a conventional security actor is most influenced by decision makers' perceptions of threat and functional necessity.
