Описание: What happens to policies when a president dies in office? Do they get replaced by the new president, or do advisers carry on with the status quo? In November 1963, these were important questions for a Kennedy-turned-Johnson administration.
Among these officials was a driven National Security Council staffer named Robert Komer, who had made it his personal mission to have the United States form better relations with Egypts Gamal Abdel Nasser after diplomatic relations were nearly severed during the Eisenhower years. While Kennedy saw the benefit of having good, personal relations with the most influential leader in the Middle East-believing that it was the key to preventing a new front in the global Cold War-Johnson did not share his predecessors enthusiasm for influencing Nasser with aid.

In US-Egypt Diplomacy under Johnson, Glickman chronicles US-Egypt relations under Johnson up to the outbreak of the 1967 Arab-Israeli War, bringing to light the diplomatic efforts of Robert Komer who through strategy and realpolitik was able to have an outsized influence over American foreign policy towards Egypt. Komer was a figure who should have been in the periphery, but instead was at times in the drivers seat of American foreign policy. Appealing to scholars of Middle Eastern history and US foreign policy, it reveals a new perspective on the path to a war that was to change the face of the Middle East, and provides an important applied history case study for policymakers on the limits of personal diplomacy.

Описание:

International Arms Trade has always been a powerful and multi-functional constituent of world politics and international diplomacy. Sending military advisors abroad and promoting arms sales, each legitimizing and supporting the other, became indispensable tools of alliance-making starting from the eve of the First World War until today. To the German Empire, as a relative latecomer to imperialistic rivalry in the struggle for colonies around the word in the late 19th century, arms exports performed a decisive service in stimulating and strengthening the German military-based expansionist economic foreign policy and provided effective tools to create new alliances around the globe. Therefore, from the outset, the German armament firms' marketing and sales operations to the global arms market but especially to the Ottoman Empire, under the rule of Sultan Abdьlhamid II, were openly and strongly supported by Kaiser Wilhelm II, Bismarck and the other decision-makers in German Foreign Policy.
Based on extensive multinational archival research in Germany, Turkey, Britain and the United States, Arming the Sultan explores the decisive impact of arms exports on the formation and stimulation of Germany's expansionist foreign economic policy towards the Ottoman Empire. Making an important contribution to current scholarship on the political economy of the international arms trade, Yorulmaz's innovative book Arming the Sultan reveals that arms exports, specifically under the shadow of personal diplomacy, proved to be an indispensable and integral part of Germany's foreign economic policy during the period leading up to WW1.

Описание:

Judith M. Heimann entered the diplomatic life in 1958 to join her husband, John, in Jakarta, Indonesia, at his American Embassy post. This, her first time out of the United States, would set her on a path across the continents as she mastered the fine points of diplomatic culture. She did so first as a spouse, then as a diplomat herself, thus becoming part of one of the Foreign Service’s first tandem couples.
Heimann’s lively recollections of her life in Africa, Asia, and Europe show us that when it comes to reconciling our government’s requirements with the other government’s wants, shuttle diplomacy, Skype, and email cannot match on-the-ground interaction. The ability to gauge and finesse gesture, tone of voice, and unspoken assumptions became her stock-in-trade as she navigated, time and again, remarkably delicate situations.
This insightful and witty memoir gives us a behind-the-scenes look at a rarely explored experience: that of one of the very first married female diplomats, who played an unsung but significant role in some of the important international events of the past fifty years. To those who know something of today’s world of diplomacy, Paying Calls in Shangri-La will be an enlightening tour through the way it used to be—and for aspiring Foreign Service officers and students, it will be an inspiration.

Описание: From 1798 to 1801, during the Haitian Revolution, President John Adams and Toussaint Louverture forged diplomatic relations that empowered white Americans to embrace freedom and independence for people of colour in Saint-Domingue. The United States supported the Dominguan revolutionaries with economic assistance and arms and munitions; the conflict was also the U.S. Navy’s first military action on behalf of a foreign ally. This cross-cultural cooperation was of immense and strategic importance as it helped to bring forth a new nation: Haiti.Diplomacy in Black and White is the first book on the Adams-Louverture alliance. Historian and former diplomat Ronald Angelo Johnson details the aspirations of the Americans and Dominguans—two revolutionary peoples—and how they played significant roles in a hostile Atlantic world. Remarkably, leaders of both governments established multiracial relationships amid environments dominated by slavery and racial hierarchy.  And though U.S.-Dominguan diplomacy did not end slavery in the United States, it altered Atlantic world discussions of slavery and race well into the twentieth century.Diplomacy in Black and White reflects the capacity of leaders from disparate backgrounds to negotiate political and societal constraints to make lives better for the groups they represent. Adams and Louverture brought their peoples to the threshold of a lasting transracial relationship. And their shared history reveals the impact of decisions made by powerful people at pivotal moments. But in the end, a permanent alliance failed to emerge, and instead, the two republics born of revolution took divergent paths.

Описание:

This is the first systematic history of U.S. efforts to help forge a settlement between India and Pakistan on the Kashmir question.

Former ambassador Howard B. Schaffer draws on interviews with senior American officials, historical research, and his decades of experience in South Asia to explain and evaluate three generations of U.S. activities and policies toward the volatile region.

The Limits of Influence chronicles America's views on--and involvement in--the long-standing struggle waged between India and Pakistan over Kashmir since their independence in 1947. He brings the discussion up to the current day, concluding with recommendations on the role Washington might usefully play in resolving the long-simmering dispute, thus reducing the dangerous tensions between two nuclear-armed archrivals in a region of great importance. His book is a fascinating piece of diplomatic history as well as an instructive look at the present and future of the Kashmir dilemma and its impact on vital U.S. concerns.

Indian and Pakistani positions on the terms of a settlement have grown closer over the past few years. A quiet shove by Washington may be more likely than before to help push the two governments over the elusive finish line they have never been able to cross on their own. And the critical part Pakistan plays in the war on terrorism has added to the importance of a Kashmir settlement to major American interests in South Asia and beyond.... --From the Introduction

Hillenbrand writes with a keen wit and discerning eye of the people and events that shaped contemporary American foreign policy.

Описание: Unless they've lost a passport abroad, most Americans have little appreciation for the reach and scope of the US Department of State or the perils faced by its employees. Reporter Glen Johnson had been covering politics for the Boston Globe when he received a job offer that would embed him in this world of protocols, planes, and global peacekeeping. His new boss would be Secretary of State John Kerry, set to become the most prominent diplomat on the world stage. Johnson sensed it was a meeting of man and moment. For four years, he accompanied Kerry as he became the most-traveled Secretary of State in history. The former journalist kept notes while Kerry worked out a power-sharing agreement in Afghanistan, negotiated with the Israelis, convinced Iran to get rid of its nuclear weapons program, developed a counter-ISIS coalition, and brokered climate change agreements, including the 2015 Paris Agreement. Kerry also confronted two lingering challenges: how to cooperate with an assertive China and a Russia that sidestepped its own wrongdoing but felt aggrieved and justified to interfere in the 2016 presidential election. In his goal to create the best and most complete photo archive of any Secretary of State, Johnson lobbied the State Department for a decent camera and shot more than 100,000 photographs everywhere Kerry went--from the office of Pope Francis to center ice for a puck drop at Madison Square Garden, from the Kremlin and No. 10 Downing Street to a helicopter flying over Antarctica. Window Seat on the World is an all-access look at life inside the nation's first cabinet agency: the complexity of State Department protocols, the grueling schedules, the delicacy of engagement with world leaders and foreign cultures, and the dedication of a longtime public servant and his team to the practice of diplomacy.

Описание:

The Ends of Modernization studies the relations between Nicaragua and the United States in the crucial years during and after the Cold War. David Johnson Lee charts the transformation of the ideals of modernization, national autonomy, and planned development as they gave way to human rights protection, neoliberalism, and sustainability. Using archival material, newspapers, literature, and interviews of historical actors in countries across Latin America, the United States, and Europe, Lee demonstrates how conflict between the United States and Nicaragua shaped larger international development policy and transformed the Cold War.

In Nicaragua, the backlash to modernization took the form of the Sandinista Revolution which ousted President Anastasio Somoza Debayle in July 1979. In the wake of the earlier reconstruction of Managua after the devastating 1972 earthquake and instigated by the revolutionary shift of power in the city, the Sandinista Revolution incited radical changes that challenged the frankly ideological and economic motivations of modernization. In response to threats to its ideological dominance regionally and globally, the United States began to promote new paradigms of development built around human rights, entrepreneurial internationalism, indigenous rights, and sustainable development.

Lee traces the ways Nicaraguans made their country central to the contest over development ideals beginning in the 1960s, transforming the way political and economic development were imagined worldwide. By illustrating how ideas about ecology and sustainable development became linked to geopolitical conflict during and after the Cold War, The Ends of Modernization provides a history of the late Cold War that connects the contest between the two then-prevailing superpowers to trends that shape our present, globalized, multi-polar world.

Описание: Contrary to the view held by many who study American foreign policy, public diplomacy has seldom played a decisive role in the achievement of the country's foreign policy objectives. The reasons for this are not that the policies and interventions are ill-conceived or badly executed, although this is sometimes the case. Rather, the factors that limit the effectiveness of public diplomacy lie almost entirely outside the control of American policy-makers. In particular, the resistance of foreign opinion-leaders to ideas and information about American motives and actions that do not square with their pre-conceived notions of the United States and its activities in the world is an enormous and perhaps insurmountable wall that limits the impact of public diplomacy. This book does not conclude that public diplomacy has no place in the repertoire of American foreign policy. Instead, the expectations held for this soft power tool need to be more realistic. Public diplomacy should not be viewed as a substitute for hard power tools that are more likely to be correlated with actual American influence as opposed to the somewhat nebulous concept of American standing.
