Drawing on in-depth ethnographic fieldwork in Italy, one of Europe's biggest receiving countries, Rules, Paper, Status moves away from polarized depictions to reveal how migration processes actually play out on the ground. Anna Tuckett highlights the complex processes of inclusion and exclusion produced through encounters with immigration law.
The statuses of "legal" or "illegal," which media and political accounts use as synonyms for "good" and "bad," "worthy" and "unworthy," are not created by practices of border-crossing, but rather through legal and bureaucratic processes within borders devised by governing states. Taking migrants' interactions with immigration regimes as its starting point, this book sheds light on the productive nature of legal and bureaucratic encounters and the unintended consequences they produce. Rules, Paper, Status argues that successfully navigating Italian immigration bureaucracy, which is situated in an immigration regime that is both exclusionary and flexible, requires and induces culturally specific modes of behavior. Exclusionary laws, however, can transform this social and cultural learning into the very thing that endangers migrants' right to live in the country.

Latinos in Israel charts the unexpected ways that non-citizen immigrants become potential citizens. In the late 1980s Latin Americans of Christian background started arriving in Israel as labor migrants. Alejandro Paz examines the ways they perceived themselves and were perceived as potential citizens during an unexpected campaign for citizenship in the mid-2000s. This ethnographic account describes the problem of citizenship as it unfolds through language and language use among these Latinos both at home and in public life, and considers the different ways by which Latinos were recognized as having some of the qualities of citizens. Paz explains how unauthorized labor migrants quickly gained certain limited rights, such as the right to attend public schools or the right to work. Ultimately engaging Israelis across many such contexts, Latinos, especially youth, gained recognition as citizens to Israeli public opinion and governing politics. Paz illustrates how language use and mediatized interaction are under-appreciated aspects of the politics of immigration, citizenship, and national belonging.

As anti-immigrant nationalist discourses escalate globally, Border Thinking offers critical insights into how young people in the Latinx diaspora experience belonging, make sense of racism, and long for change. Every year thousands of youth leave Latin America for the United States and Europe, and often the young migrants are portrayed as invaders and, if able to stay, told to integrate into their new society. Border Thinking asks not how to help the diaspora youth assimilate but what the United States and Europe can learn about citizenship from these diasporic youth.
Working in the United States, Spain, and El Salvador, Andrea Dyrness and Enrique Sepúlveda III use participatory action research to collaborate with these young people to analyze how they make sense of their experiences in the borderlands. Dyrness and Sepúlveda engage them in reflecting on their feelings of belonging in multiple places—including some places that treat them as outsiders and criminals. Because of their transnational existence and connections to both home and host countries, diaspora youth have a critical perspective on national citizenship and yearn for new forms of belonging not restricted to national borders. The authors demonstrate how acompañamiento—spaces for solidarity and community-building among migrants—allow youth to critically reflect on their experiences and create support among one another.
Even as national borders grow more restricted and the subject of immigration becomes ever more politically fraught, young people’s identities are increasingly diasporic. As the so-called migrant crisis continues, change in how citizenship and belonging are constructed is necessary, and urgent, to create inclusive and sustainable futures. In Exiled Home, Susan Bibler Coutin recounts the experiences of Salvadoran children who migrated with their families to the United States during the 1980–1992 civil war. Because of their youth and the violence they left behind, as well as their uncertain legal status in the United States, many grew up with distant memories of El Salvador and a profound sense of disjuncture in their adopted homeland.
