This book examines questions of change and inertia in the context of the longstanding grievances over excessive taxation in rural China. How can some changes be sustained, whilst others cannot? How can a longstanding administrative practice be changed or even terminated, especially when previous attempts at change have failed?
Using extensive interview data with local and central bureaucrats, Li's findings highlight the role of parallel developments and agency in the change process, as well as the prevalence of contingency and uncertainty. It also elegantly blends the narrative of the rural tax and administrative reforms with theoretical discussions to deepen our understanding of policy process and institutional change in 21st century China. Despite the authoritarian political system, the Chinese state-in-action which emerges from this book sees actions stemming from both the central and local levels, mediated by strategic design as well as contingency.

Описание: This paper conducts a review of the World Bank’s financed operations and selected interventions by other institutions on household energy access in an attempt to examine success and failure factors to inform the new generation of upcoming interventions. First, the report provides a brief literature review to lay out the multidimensional challenge of an overwhelming reliance on solid fuels for cooking and heating. Second, it highlights how the Bank and selected governments and organizations have been dealing with this challenge. Third, it presents lessons learned to inform upcoming interventions. And finally, it indicates an outlook on the way forward. Eight main lessons emerged from this review: (i) a holistic approach to household energy issues is necessary; (ii) public awareness campaigns are prerequisites for successful interventions; (iii) local participation is fundamental; (iv) consumer fuel subsidies are not a good way of helping the poor; (v) both market-based and public support are relevant in the commercialization of improved stoves; (vi) the needs and preferences of stoves users should be given priority; (vii) durability of improved stoves is important for their successful dissemination; and (viii) with microfinance the poor can gradually afford an improved stove. The paper invites stakeholders to use the recent momentum aimed at providing clean cookstoves and fuels to the poor as an opportunity for action.

Описание: This report builds on the conclusions of the Green Infrastructure Finance: Leading Initiatives and Research report and lays out a simple and elegant way in which scarce public financing can leverage market interest in ‘greening’ infrastructure, particularly in the East Asia and Pacific Region. The framework introduced in the report bridges ideas and concepts between environmental economics and project finance practices and consists largely of an analytical methodology for determining the financial viability gap of low-emission projects and an approach for assessing and strengthening the green investment climate in a given country environment. The authors argue that the solution to the financing challenge of low-emission investments lies in understanding the causes of a given project’s financial viability gap, and then investigating how specific actions, including concessional financing, strategic subsidies and other public policy interventions and reforms, can be deployed in a complementary fashion to close the gap. The approach provides suggestions for appropriately allocating risks and responsibilities to various stakeholders for financing portions of the financial viability gap and recommends using multiple instruments and tools to make green investments viable. Governments, for example, could rebalance their own policy distortions with a mix of domestic instruments such as feed-in tariffs, direct subsidies, domestic carbon taxes, and other financing and fiscal incentives. The international community could contribute international instruments for monetizing the global externality benefits of green investments through concessional financing and direct grants. Such an approach results in hybrid financing structures designed to maximize the leveraging effect of public interventions.
