Описание: Communication and stakeholder involvement are essential components for a successful disposal programme. Experience around the world suggests that the scientific and technological bases for the safe disposal of radioactive waste are available — disposal solutions exist or can be developed based on established knowledge. However, concerns and opposition among the public and other stakeholders could slow or even prevent the implementation of needed disposal solutions. This publication provides practical guidance on communication and stakeholder involvement for countries embarking on, relaunching or revising a disposal programme. It draws upon past experiences and emphasizes that practical implementation requires adjusting to the evolving context as given by the national, social and political circumstances. The primary intended users of this publication include those working in the field of radioactive waste management in government, regulatory bodies and industry, an especially in organizations responsible to implement solutions for radioactive waste disposal.
Описание: Proceedings of an International Conference Held in Gyeongju, Republic of Korea, May 2018. These proceedings highlight the key findings and recommendations of the conference which provided a forum for information exchange on national and international policies and practices.
Описание: Provides guidance on the establishment and development of the owner/operator so that it can discharge its responsibilities throughout the phases of the programme. The book also discusses the management of the interfaces between the owner/operator and other stakeholders.
Описание: This publication provides Member States with a structured approach to developing an effective human resource management (HRM) strategy, which can be adapted to suit the nature and scope of the national nuclear power programme. It identifies the four components of an integrated HRM strategy particularly relevant for countries developing a nuclear power programme for the first time and examines these issues in the context of each phase of the Milestones Approach. In each phase the publication identifies the required actions related to these issues, and presents observations and lessons learned from Member States.
Описание: This publication presents the outcomes of an IAEA coordinated research project on assessing the national economic effects of nuclear programmes in participating Member States. It provides a short description of the extended input–output model for sustainable power generation (EMPOWER), developed by the IAEA, and presents concise summaries of its applications. It further includes the results produced by the contributing research teams and summarizes general insights drawn from the national studies. The publication illustrates the state of the art of assessing macroeconomic impacts of nuclear energy programmes. It is expected to support further applications of advanced models to improve the understanding of macroeconomic and sectoral impacts of building and operating nuclear power plants
Описание: Provides recommendations on how to establish and maintain an effective accident management programme. Included in the publication are sections covering topics such as the identification of plant vulnerabilities and capabilities, development strategies, verification and validation, training and interfaces with emergency preparedness and response.
Описание: In recent decades, the number of IAEA Member States planning to extend the operation of their nuclear power plants (NPPs) beyond the time frame originally anticipated has steadily increased. These decisions have been influenced by the significant economic advantages offered by the long term operation (LTO) of existing NPPs. This Safety Report complements IAEA Safety Standards Series Nos SSR?2/2 (Rev. 1), Safety of Nuclear Power Plants: Commissioning and Operation, and SSG?48, Ageing Management and Development of a Programme for Long Term Operation of Nuclear Power Plants. It provides information on selected topics from the latter, and specifically, it addresses data collection and record keeping, scope setting for structures, systems and components, plant programmes, corrective action programmes, and documentation of ageing management and LTO assessment. The publication focuses on NPPs throughout their lifetime, including operation beyond the time frame originally established for their operation and decommissioning, while considering the different reactor designs that exist around the world. It is also relevant for facilities for spent fuel storage and radioactive waste management at NPPs. It may also be used as a basis for managing the ageing of other nuclear installations and for radioactive waste 2 management facilities. This Safety Report is intended to provide information for operating organizations but may be also used by regulatory bodies.
Описание: Reliable methods for estimating the cost of a radioactive waste disposal programme are crucial to ensure that the necessary funding for completing the disposal programme is available. Estimating the cost for disposal is however a challenging and complex task. Disposal programmes themselves are complex and long-term undertakings and conditions can be expected to change significantly over the time-span during which a disposal programme is developed and implemented. This publication provides Member States with guidance on how to develop cost estimates for a disposal programme and on how to establish funding mechanisms. It will help readers in becoming informed clients by familiarizing themselves with the approaches and complexities in cost estimates and funding mechanisms for disposal. The publication is applicable to all waste categories and both near surface and geological disposal. It contains relevant examples and case studies from national programmes. The cost figures are intended to give an indication of the possible cost of certain parts or aspects of the disposal programme rather than to compare different disposal programmes’ costs.
Описание: Provides a concise summary of key issues related to the development of a sound radioactive waste and spent nuclear fuel management system. It is intended to brief countries with small or newly established nuclear power programmes about the challenges of, and to describe current and potential alternatives for, managing reactor waste and spent fuel.
