Описание: Economists have long argued that developing countries have the potential for high productivity growth if they adopt existing technologies and apply them to the local context. This report brings to bear a battery of new data sources to explore the innovation ""paradox"": despite the potential for very high returns, developing countries invest far less in adopting and inventing new processes and products than advanced countries. The report posits three broad factors underlying this paradox. The first is that firms in developing countries lack the managerial and technological capabilities to undertake meaningful innovation projects. This implies that conventional innovation policies are unlikely to be effective, and moving firms up the ""capabilities escalator"" becomes central. A second factor is that firm capability is only one of many critical ingredients - for instance, access to financial markets, macroeconomic stability, and imported machinery - that are complements to the innovation process, and whose absence lowers the return to innovation in developing countries. This implies that cultivating an effective innovation system will be a greater policy challenge, and that standard measures of innovation performance, such as research and development or GDP, are misleading. Finally, government capabilities required to redress these two points are also correspondingly weaker in developing countries, so building these capabilities needs to be explicitly integrated in formulating innovation policy.

Описание: SME's are acknowledged as effective sources of jobs and incomes, gaining an important position in the development agenda, subsequently 'cluster' policies were conceived as a framework to augment the effects of SMEs and to optimize resources used to support them. Based on case studies from Brazil, Vietnam, Indonesia and India, this volume examines SME clusters and argues that unless they counteract common problems such as very low wages, poor working conditions, poor quality products and lack or environmental regulation, they will be pushed out of the market and so become unsustainable. Описание: The main focus of this book is innovation for developing countries: what is the innovation for, what are the current conditions of the innovation, and how to effectively innovate in developing economies. It contains the latest insights and analyses of innovation based on intensive interviews as well as primary and secondary data of manufacturing firms in developing countries, Vietnam and Laos in particular. Innovation requires something new. Integration of deep understanding of innovation and econometric analyses are a “new combination” in this book, which contrasts with other, similar books in the field. This new approach may benefit policy makers as well as scholars and firms in poor countries. The main points of the book are summarized as follows: First, for most poor countries “learning innovation” is considered the key to economic growth rather than “leading-edge innovation”, which is a more popular theme in similar books on innovation. Second, an overwhelming majority of innovations currently used in poor countries are developed in advanced countries, so technology transfer and learning from the latter are a fundamental source of innovation in the former. Third, a surprisingly high rate of firms (around 50%) reported that they introduced new or significantly improved products or processes in poor countries, and this high innovation rate is a great benefit to be enhanced by government policies. Fourth, the common factors driving innovation of manufacturing firms in Vietnam and Laos are (1) human capital, (2) social capital, and (3) innovation in the past. Fifth, the impact of innovation on firm performance is found to be mixed in these countries. Sixth, so far almost all studies on innovation have focused on product or process innovation, but additional light is shed here on organizational innovation.
