Mobile phones are close to ubiquitous in developing countries; Internet and broadband access are becoming commonplace. Information and communication technologies (ICTs) thus represent the fastest, broadest and deepest technical change experienced in international development. They now affect every development sector - supporting the work of hundreds of millions of farmers and micro-entrepreneurs; creating millions of ICT-based jobs; assisting healthcare workers and teachers; facilitating political change; impacting climate change; but also linked with digital inequalities and harms - with the pace of change continuously accelerating.
Information and Communication Technology for Development (ICT4D) provides the first dedicated textbook to examine and explain these emerging phenomena. It will help students, practitioners, researchers and other readers understand the place of ICTs within development; the ICT-enabled changes already underway; and the key issues and interventions that engage ICT4D practice and strategy.
The book has a three-part structure. The first three chapters set out the foundations of ICT4D: the core relation between ICTs and development; the underlying components needed for ICT4D to work; and best practice in implementing ICT4D. Five chapters then analyse key development goals: economic growth, poverty eradication, social development, good governance and environmental sustainability. Each chapter assesses the goal-related impact associated with ICTs and key lessons from real-world cases. Описание: Economists have long argued that developing countries have the potential for high productivity growth if they adopt existing technologies and apply them to the local context. This report brings to bear a battery of new data sources to explore the innovation ""paradox"": despite the potential for very high returns, developing countries invest far less in adopting and inventing new processes and products than advanced countries. The report posits three broad factors underlying this paradox. The first is that firms in developing countries lack the managerial and technological capabilities to undertake meaningful innovation projects. This implies that conventional innovation policies are unlikely to be effective, and moving firms up the ""capabilities escalator"" becomes central. A second factor is that firm capability is only one of many critical ingredients - for instance, access to financial markets, macroeconomic stability, and imported machinery - that are complements to the innovation process, and whose absence lowers the return to innovation in developing countries. This implies that cultivating an effective innovation system will be a greater policy challenge, and that standard measures of innovation performance, such as research and development or GDP, are misleading. Finally, government capabilities required to redress these two points are also correspondingly weaker in developing countries, so building these capabilities needs to be explicitly integrated in formulating innovation policy.
