Siege warfare is a form of combat that has usually had devastating effects on civilian populations. From the near-contemporary Siege of Sarajevo to the real and mythical sieges of the ancient Mediterranean, this has been a recurring type of military engagement which, through bombardment, starvation, disease and massacre, places non-combatants at the heart of battle. To date, however, there has been little recognition of the effects of siege warfare on civilians. This edited volume addresses this gap. Using a distinctive regressive method, it begins with the present and works backwards, avoiding teleological interpretations that suggest the targeting of civilians in war is a modern phenomenon. Its contributors interrogate civilians’ roles during sieges, both as victims and active participants; the laws and customs of siege warfare; its place in historical memory, and the ways civilian survivors have dealt with trauma. Sarajevo Under Siege offers a richly detailed account of the lived experiences of ordinary people in this multicultural city between 1992 and 1996, during the war in the former Yugoslavia. Moving beyond the shelling, snipers, and shortages, it documents the coping strategies people adopted and the creativity with which they responded to desperate circumstances. Ivana Ma?ek, an anthropologist who grew up in the former Yugoslavia, argues that the division of Bosnians into antagonistic ethnonational groups was the result rather than the cause of the war, a view that was not only generally assumed by Americans and Western Europeans but also deliberately promoted by Serb, Croat, and Muslim nationalist politicians. Nationalist political leaders appealed to ethnoreligious loyalties and sowed mistrust between people who had previously coexisted peacefully in Sarajevo. Normality dissolved and relationships were reconstructed as individuals tried to ascertain who could be trusted. Over time, this ethnography shows, Sarajevans shifted from the shock they felt as civilians in a city under siege into a "soldier" way of thinking, siding with one group and blaming others for the war. Eventually, they became disillusioned with these simple rationales for suffering and adopted a "deserter" stance, trying to take moral responsibility for their own choices in spite of their powerless position. The coexistence of these contradictory views reflects the confusion Sarajevans felt in the midst of a chaotic war. Ma?ek respects the subjectivity of her informants and gives Sarajevans' own words a dignity that is not always accorded the viewpoints of ordinary citizens. Combining scholarship on political violence with firsthand observation and telling insights, this book is of vital importance to people who seek to understand the dynamics of armed conflict along ethnonational lines both within and beyond Europe.
Since the end of the Bosnia War in 1995, a tradition was embraced by the West of vilifying the Serbs as the villains, and the Muslims as their victims.
This necessitated the military intervention of the U.S. and NATO on the Muslim side, which caused an untold travesty of justice to the Serbs. For indeed, there was enough blame to go around to condemn all parties in that war, including Serbs, Croats, and Muslims, of committing massacres and huge abuses of the other parties.
To single out the Serbs as the bad guys simply distorts the facts.
This collective volume, which is the product of a Commission of Inquiry, worked 18 months on this project, redressing the balance based on a meticulous and well-documented report about the process of this inquiry, step by step.

General editor Raphael Israeli has taught Islamic, Chinese, and Middle Eastern history at Hebrew University in Jerusalem. A graduate of Hebrew University in history and Arabic literature, he earned a Ph.D. in Chinese and Islamic history from the University of California, Berkeley. Now retired, he has been a Fellow of the Harry Truman Research Institute at Hebrew University and the Jerusalem Center since the 1970s, and is the author of over 60 research books, a dozen edited books, and 100 scholarly articles about Islam.
The Development of Austro-Hungarian Sarajevo, 1878-1918 charts the urban history of Sarajevo in this period within the context of other modernising central-European cities. It gives detailed consideration to elements of change and continuity in the development of the urban fabric, as well as the economic, social and cultural life of the city. The book also explores how far changes were the work of the occupying Austro-Hungarian administration and the influx of immigrants from elsewhere, and suggests that the local elites from all confessions took an active role in the redevelopment of their city, building an integrated 'Sarajevan' version of urban modernity at a middle-class level.
Case studies of particular buildings and their owners, and maps illustrating the chronological development of the city during the period, are used throughout the book to highlight aspects of the aforementioned themes. The built environment forms a major source of evidence, together with material from a range of other sources, including census records, directories, newspapers, government documents, planning records and postcards. These sources are also used to augment observations and arguments put forward in this important study for all students and scholars of modern Central and Eastern Europe.
