Countries that have sustained rapid growth over decades have typically had a strong public commitment to expanding education as well as to improving learning outcomes. South Asian countries have made considerable progress in expanding access to primary and secondary schooling, with countries having achieved near-universal enrollment of the primary-school-age cohort (ages 6+"11), except for Afghanistan and Pakistan. Secondary enrollment shows an upward trend as well. Beyond school, many more people have access to skilling opportunities and higher education today. Although governments have consistently pursued policies to expand access, a prominent feature of the region has been the role played by nonstate actors--private nonprofit and forprofit entities--in expanding access at every level of education.
Though learning levels remain low, countries in the region have shown a strong commitment to improving learning. All countries in South Asia have taken the first step, which is to assess learning outcomes regularly. Since 2010, there has been a rapid increase in the number of large-scale student learning assessments conducted in the region. But to use the findings of these assessments to improve schooling, countries must build their capacity to design assessments and analyze and use findings to inform policy.
Описание: The Shanghai basic education system has garnered significant attention since its extraordinary performance in the 2009 and 2012 Programme for International Student Assessment (PISA), a global assessment of 15-year-olds' educational abilities. Among the 65 participating economies in 2012, Shanghai-China ranked first on all three major domains of PISA, i.e. mathematics, reading, and science. Shanghai also stands out for having the world's highest percentage of "resilient students", students from socio-economically disadvantaged backgrounds who emerge as top performers. Shanghai's PISA story has generated intense discussions and diverse speculations in field of international educational development, and numerous studies have been done in the attempt to unravel the mystery. Missing from the picture however is a more comprehensive, systematic, in-depth, and objective rendition of the policies and practices of Shanghai basic education, benchmarked against others in key dimensions. This report presents an in-depth examination of how Shanghai scored highest in the areas of reading, science, and mathematics on PISA. It documents and benchmarks key policies in basic Shanghai education, provides evidence on the extent to which these policies have been implemented in schools, and explores how these policies have affected learning outcomes. The report uses PISA 2012 data to analyze Shanghai student achievement variation and to examine the extent school variables may be associated with the variation beyond family and student background. It also uses the World Bank's Systems Approach for Better Education Results (SABER), an existing systems diagnostic and benchmarking tool, as an organizing framework and for data collection. School-based surveys and other existing research shed further light on educational impact and implementation. While the report attempts to adopt a systems approach, particular emphasis is placed on teachers, education financing, balancing autonomy and accountability, and student assessment.

Developing a new evidence-base, the volume offers concrete recommendations for policy action needed in advancing the Sustainable Development Goals (SDGs) in relation to environment and poverty during the current conditions of financial distress. The approach taken is inductive and evidence-driven. Most analysis is based on in-depth case studies that aim to offer a detailed and dynamic picture on how poverty and environmental sustainability interact in specific social contexts and financial crises. In this way the volume aims to generate a wealth of new and concrete evidence that offer a solid foundation to understand the multiple channels through which social and environmental factors interact, and the ways in which this interaction can and should be managed in order to achieve the needed global transition to sustainability. Broader dynamics that are covered and analysed include the historical legacies of structural adjustment and colonialism; the current debt wave experienced in developing countries; the role of inequality; the significant impact that climate change has on livelihoods and on meeting the SDGs; the new challenge presented by the Covid-19 pandemic for the SDGs; the challenge of sustainable funding for SDGs; and the need for a new eco-social contract.
