Narratives or storytelling are a feature of the everyday life of all who work in government. They tell each other stories about the origins, aims and effects of policies to make sense of their world. These stories form the collective memory of a government department; a retelling of yesterday to make sense of today. This book examines policies through the eyes of the practitioners, both top-down and bottom-up; it decentres policies and policymaking. To decentre is to unpack practices as the contingent beliefs and actions of individuals. Decentred analysis produces detailed studies of people’s beliefs and practices. It challenges the idea that inexorable or impersonal forces drive politics, focusing instead on the relevant meanings, the beliefs and preferences of the people involved.
This book presents ten case studies, covering penal policy, zero-carbon homes, parliamentary scrutiny, children’s rights, obesity, pension reform, public service reform, evidence-based policing, and local economic knowledge. It introduces a different angle of vision on the policy process; it looks at it through the eyes of individual actors, not institutions. In other words, it looks at policies from the other end of the telescope. It concludes there is much to learn from a decentred approach. It delivers edification because it offers a novel alliance of interpretive theory with an ethnographic toolkit to explore policy and policymaking from the bottom-up.
Written by members of the Department of Politics and International Relations of the University of Southampton, with their collaborators at other universities, the book’s decentred approach provides an alternative to the dominant evidence–based policy nostrums of the day.

Описание: There have been few efforts to conceive of race as a characteristic that organizations possess or at the very least a characteristic that exists at the institutional level with which organizations must contend. In the United States especially, this belies our history of marking organizations and organizational practices as "Black" or "White", essentially "racing" organizations. Despite the undoing of legally sanctioned racial segregation, we continue to use such demarcations to classify organizations as Black colleges or Black media companies. Sociology is ill equipped to explain this history and its modern day consequences in part because we lack bridges between those studying the problems of race and those studying the problems of organizing. Consequently, we cannot adequately speak to how race affects organizations, markets, or institutions. This book brings together scholarship that interrogates the relationship between race and the organizing process for the founding of organizations, the organizational pursuit of human, financial, or political resources, organizational choices regarding strategic orientation and structural configurations, and the role of institutional logics that saturate organizations, industries, and markets with racialized ideologies.

Two months after Hurricane Katrina, Louisiana took control of nearly all the public schools in New Orleans. Today, all of the city’s public schools are charter schools. Although many analyses mark the beginning of education reform in New Orleans with Katrina, in Public Schools, Private Governance, J. Celeste Layargues that the storm merely accelerated the timeline for reforms that had inched along incrementally over the previous decade. Both before and after Katrina, white reformers purposely excluded Black educators, community members, and parents.
Public Schools, Private Governance traces the slow, deliberate dismantling of New Orleans’ public schools, and the processes that have maintained the reforms made in Katrina’s immediate aftermath, showing how Black parents and residents were left without a voice and the officials charged with school governance, most of whom are white, with little accountability. Lay cogently explains how political minorities disrupted systems to create change and keep reforms in place, and the predictable political effects—exclusion, frustration, and resignation—on the part of those most directly affected.

Where Black people live has long been an important determinant of their ability to participate in political processes. The Great Migration significantly changed the way Democratic Party elites interacted with Black communities in northern cities, Detroit, New York, and Chicago. Many white Democratic politicians came to believe the growing pool of Black voters could help them reach their electoral goals—and these politicians often changed their campaign strategies and positions to secure Black support. Furthermore, Black migrants were able to participate in politics because there were fewer barriers to Black political participations outside the South.
The Great Migration and the Democratic Party frames the Great Migration as an important economic and social event that also had serious political consequences. Keneshia Grant created one of the first listings of Black elected officials that classifies them based on their status as participants in the Great Migration. She also describes some of the policy/political concerns of the migrants. The Great Migration and the Democratic Party lays the groundwork for ways of thinking about the contemporary impact of Black migration on American politics.
