Sustainability is often just looked into as found at the intersection between economic, environmental and equity (3Es) variables, also referred to as production, planet and people (3Ps). However, the major determinants of global environmental change are the human species themselves. While they are part of the three Es, they go further to create a fourth pillar, the institutions, partly to manage complexity as they cause it. The complexity of people as the key definer of sustainability lies in the fact that Homo Sapiens are animals of politics and socio-economic reasoning. As they wrestle in the rationality and decision-making space, natural resources, and any other resources (human, capital, financial and social relations) are configured and reconfigured in such a way that sustainability becomes the major goal under threat. Описание: This book examines the nexus between housing and stewardship in peri-urban areas outside of Harare, Zimbabwe. Housing in Zimbabwe explores the factors that shape peri-urban environments into better managed and sustainable areas where housing development is the major activity. Using the Stewardship Theory, or Partnership, Model as the main framework and point of departure, the analysis follows five basic approaches: Biblical-religious, business, environmental, vernacular, and place-based community/grassroots. Chirisa ponders conflicts among the relevant actors, given their contrasting priorities and interests and maintains that such conflicts are perpetuated by such factors as local history, resident income levels, a lack of defined and clear-cut state policies, and commitment by institutions towards the creation of sustainable settlements. The study recommends further application and use of technologies for remote sensing (Geographic Information Systems included) to help monitor and guide development in peri-urban areas with the goal of achieving evidence-based policies. The hope is to create effective tools for stewardship by co-creating an institution focused on urban regional development using scenario and collaborative planning methodologies to avoid chaotic peri-urbanisation.

Rural communities, particularly in developing countries, face perpetual risks of being displaced by infrastructure development projects (e.g. dams, roads, transmission lines), urban development and expansion projects, or large-scale commercial projects (e.g. mining, timber and agriculture). Development-induced displacements may lead to loss of land, livelihoods, shelter, property, and access to social facilities, natural resources and cultural heritage, if the affected people are not cushioned by appropriate compensation and social support mechanisms, as well as integrated rehabilitation programmes to mitigate negative impact. As a result, communities often resist relocations and in some instances the emerging conflicts between the responsible authorities and the affected communities delay critical development projects.

The policies of the Government of Zimbabwe are geared towards rural development, economic growth and foreign investment. This calls for a complementing review and harmonisation of legislation, policies and practices designed to protect the rights and livelihoods of rural communities affected and displaced by development projects.

In 2019, the Centre for Conflict Management and Transformation (CCMT) hosted a series of multi-stakeholder policy dialogues on the issue of development-induced displacements in Zimbabwe. In addition, a research symposium was held in collaboration with the Tugwi Mukosi Multidisciplinary Research Institute (TMMRI, Midlands State University) on Zimbabwean displacement experiences and policy options. This book, with contributions from a wide range of researchers and practitioners, presents the results of that process.
