Rivalry between nations has a long and sometimes bloody history. Not all political opposition culminates in war—the rivalry between the United States and the Soviet Union is one example—but in most cases competition between nations and peoples for resources and strategic advantage does lead to violence: nearly 80 percent of the wars fought since 1816 were sparked by contention between rival nations. Long-term discord is a global concern, since competing states may drag allies into their conflict or threaten to use weapons of mass destruction. How Rivalries End is a study of how such rivalries take root and flourish and particularly how some dissipate over time without recourse to war. Political scientists Karen Rasler, William R. Thompson, and Sumit Ganguly examine ten political hot spots, stretching from Egypt and Israel to the two Koreas, where crises and military confrontations have occurred over the last seven decades. Through exacting analysis of thirty-two attempts to deescalate strategic rivalries, they reveal a pattern in successful conflict resolutions: shocks that overcome foreign policy inertia; changes in perceptions of the adversary's competitiveness or threat; positive responses to conciliatory signals; and continuing effort to avoid conflict after hostilities cease. How Rivalries End significantly contributes to our understanding why protracted conflicts sometimes deescalate and even terminate without resort to war.

Burgess, who stated that the Teutonic race was politically superior to all others, and he presents evidence of a long-term, intimate relationship between the discipline and the national security agencies of the U.S. government.
Oren documents a systematic pattern of historical change in the discipline's characterization of America and America's chief enemies (Imperial Germany, Nazi Germany, Fascist Italy, and Stalin's Russia). These characterizations, he finds, swing from pre-conflict ideological "accommodationism" to post-conflict "nationalism." Substantial traces of this historical process, in which politics and scholarship intertwine, still remain in the supposedly objective concepts and data sets of contemporary political science.
Our Enemies and US is more than an expos?, however. Oren urges academics to be more sensitive to the moral ramifications of their work and to reflect on issues fundamental to the identity of political science. The discipline, he says, must take into account the historical position of its own scholarship.

In a comprehensive analysis of these issues, Charles Glaser argues that even before the recent easing of tension with the Soviet Union, the United States should have revised its nuclear strategy, rejecting deterrent threats that require the ability to destroy Soviet nuclear forces and forgoing entirely efforts to limit damage if all-out nuclear war occurs. Changes in the Soviet Union, suggests Glaser, may be best viewed as creating an opportunity to make revisions that are more than twenty years overdue. Glaser's provocative work is organized in three parts. "The Questions behind the Questions" evaluates the basic factual and theoretical disputes that underlie disagreements about U.S. nuclear weapons policy. "Alternative Nuclear Worlds" compares "mutual assured destruction capabilities" (MAD)--a world in which both superpowers' societies are highly vulnerable to nuclear retaliation--to the basic alternatives: mutual perfect defenses, U.S. superiority, and nuclear disarmament. Would any basic alternatives be preferable to MAD? Drawing on the earlier sections of the book, "Decisions in MAD" addresses key choices facing American decision makers.
