In 1917, Fort Ord was established in the tiny subdivision of Seaside, California. Over the course of the 20th century, it held great national and military importance—a major launching point for World War II operations, the first base in the military to undergo complete integration, the West Coast's most important training base for draftees in the Vietnam War, a site of important civil rights movements—until its closure in the 1990s. Alongside it, the city of Seaside took form. Middle class blacks, together with other military families—black, white, Hispanic, and Asian—created a local politics of inclusion that continues to serve as a reminder that integration can work to change ideas about race. Though Seaside's relationship with the military makes it unique, at the same time the story of Seaside is part and parcel of the story of 20th century American town life. Its story contributes to the growing history of cities of color—those minority-majority places that are increasingly the face of urban America.
Examines the role violence plays in maintaining housing segregation Despite increasing racial tolerance and national diversity, neighborhood segregation remains a very real problem in cities across America. Scholars, government officials, and the general public have long attempted to understand why segregation persists despite efforts to combat it, traditionally focusing on the issue of “white flight,” or the idea that white residents will move to other areas if their neighborhood becomes integrated. In Hate Thy Neighbor, Jeannine Bell expands upon these understandings by investigating a little-examined but surprisingly prevalent problem of “move-in violence:” the anti-integration violence directed by white residents at minorities who move into their neighborhoods. Apprehensive about their new neighbors and worried about declining property values, these residents resort to extra-legal violence and intimidation tactics, often using vandalism and verbal harassment to combat what they view as a violation of their territory. Hate Thy Neighbor is the first work to seriously examine the role violence plays in maintaining housing segregation, illustrating how intimidation and fear are employed to force minorities back into separate neighborhoods and prevent meaningful integration. Following the institutionalization of literature as a privileged domain for Americans to get to know difference--to describe, teach, and situate themselves with respect to race--Melamed focuses on literary studies as a cultural technology for transmitting liberal racial orders. She examines official antiracism in the United States and finds that these were key to ratifying the country's global ascendancy. She shows how racial liberalism, liberal multiculturalism, and neoliberal multiculturalism made racism appear to be disappearing, even as they incorporated the assumptions of global capitalism into accepted notions of racial equality.
