Universal human rights standards were adopted in 1948, but in the 1970s and 1980s, violent dictatorships in Argentina and Chile flagrantly defied the new protocols. Chilean general Augusto Pinochet and the Argentine military employed state terrorism in their quest to eradicate Marxism and other forms of “subversion.” Pinochet constructed an iron shield of impunity for himself and the military in Chile, while in Argentina, military pressure resulted in laws preventing prosecution for past human rights violations. When democracy was reestablished in both countries by 1990, justice for crimes against humanity seemed beyond reach.
Thomas C. Wright examines how persistent advocacy by domestic and international human rights groups, evolving legal environments, unanticipated events that impacted public opinion, and eventual changes in military leadership led to a situation unique in the world—the stripping of impunity not only from a select number of commanders of the repression but from all those involved in state terrorism in Chile and Argentina. This has resulted in trials conducted by national courts, without United Nations or executive branch direction, in which hundreds of former repressors have been convicted and many more are indicted or undergoing trial.
Impunity, Human Rights, and Democracy draws on extensive research, including interviews, to trace the erosion and collapse of the former repressors’ impunity—a triumph for human rights advocates that has begun to inspire authorities in other Latin American countries, including Peru, Uruguay, Brazil, and Guatemala, to investigate past human rights violations and prosecute their perpetrators.

Failed Democratization in Prewar Japan presents a compelling case study on change in political regimes through its exploration of Japan's transition to democracy. Within a broad-ranging examination of Japan's "semi-democratic" political system from 1918 to 1932, when political parties tended to dominate the government, the book analyzes in detail why this system collapsed in 1932 and discusses the implications of the failure.
By reference to comparable cases—prewar Argentina, prewar Germany, postwar Brazil, and 1980s Thailand—Harukata Takenaka reveals that the factors responsible for the breakdown of the Taisho democracy in Japan replicated those that precipitated the collapse of democracy in Europe, Latin America, and elsewhere in Asia.
While most literature on these transitions focuses on successful cases, Takenaka explores democratic failure to answer questions about how and why political parties and their leaders can behave in ways that undermine the democratic institutions that serve as the basis for their formal authority.
During the first quarter-century of the Cold War, upholding human rights was rarely a priority in U.S. policy toward Latin America. Seeking to protect U.S. national security, American policymakers quietly cultivated relations with politically ambitious Latin American militaries—a strategy clearly evident in the Ford administration's tacit support of state-sanctioned terror in Argentina following the 1976 military coup d’?tat. In The Fate of Freedom Elsewhere, William Michael Schmidli argues that Argentina emerged as the defining test case of Carter’s promise to bring human rights to the center of his administration’s foreign policy. Entering the Oval Office at the height of the kidnapping, torture, and murder of tens of thousands of Argentines by the military government, Carter set out to dramatically shift U.S. policy from subtle support to public condemnation of human rights violation. But could the administration elicit human rights improvements in the face of a zealous military dictatorship, rising Cold War tension, and domestic political opposition? By grappling with the disparate actors engaged in the struggle over human rights, including civil rights activists, second-wave feminists, chicano/a activists, religious progressives, members of the New Right, conservative cold warriors, and business leaders, Schmidli utilizes unique interviews with U.S. and Argentine actors as well as newly declassified archives to offer a telling analysis of the rise, efficacy, and limits of human rights in shaping U.S. foreign policy in the Cold War.

The significance of youth was not lost on the leaders of the rising junta: people aged sixteen to thirty accounted for 70 percent of the estimated 20,000 Argentines who were "disappeared" during the regime.
In the twenty-first century, political conflict and militarization have come to constitute a global social condition rather than a political exception. Military occupation increasingly informs the politics of both democracies and dictatorships, capitalist and formerly socialist regimes, raising questions about its relationship to sovereignty and the nation-state form. Israel and India are two of the world's most powerful postwar democracies yet have long-standing military occupations. Pakistan, Bangladesh, and Turkey have passed through periods of military dictatorship, but democracy has yielded little for their ethnic minorities who have been incorporated into the electoral process. Sri Lanka and Bangladesh (like India, Pakistan, and Turkey) have felt the imprint of socialism; declarations of peace after long periods of conflict in these countries have not improved the conditions of their minority or indigenous peoples but rather have resulted in "violent peace" and remilitarization. Indeed, the existence of standing troops and ongoing state violence against peoples struggling for self-determination in these regions suggests the expanding and everyday nature of military occupation. Such everydayness raises larger issues about the dominant place of the military in society and the social values surrounding militarism. Everyday Occupations examines militarization from the standpoints of both occupier and occupied. With attention to gender, poetics, satire, and popular culture, contributors who have lived and worked in occupied areas in the Middle East and South Asia explore what kinds of society are foreclosed or made possible by militarism. Former slaves, with no prior experience in electoral politics and with few economic resources or little significant social standing, created a sweeping political movement that transformed the South after the Civil War. Within a few short years after emancipation, not only were black men voting but they had elected thousands of ex-slaves to political offices. Historians have long noted the role of African American slaves in the fight for their emancipation and their many efforts to secure their freedom and citizenship, yet they have given surprisingly little attention to the system of governance that freedpeople helped to fashion. Justin Behrend argues that freedpeople created a new democracy in the Reconstruction era, replacing the oligarchic rule of slaveholders and Confederates with a grassroots democracy.
Reconstructing Democracy tells this story through the experiences of ordinary people who lived in the Natchez District, a region of the Deep South where black political mobilization was very successful. Behrend shows how freedpeople set up a political system rooted in egalitarian values wherein local communities rather than powerful individuals held power and ordinary people exercised unprecedented influence in governance. In so doing, he invites us to reconsider not only our understanding of Reconstruction but also the nature and origins of democracy more broadly.
