In Selling the Future, Ryan Moran explains how the life insurance industry in Japan exploited its association with mutuality and community to commodify and govern lives. Covering the years from the start of the industry in 1881 through the end of World War II, Moran describes insurance companies and government officials working together to create a picture of the future as precarious and dangerous. Since it was impossible for individual consumers to deal with every contingency on their own, insurance industry administrators argued that their usage of statistical data enabled them to chart the predictable future for the aggregate. Through insurance, companies and the state thus offered consumers a means to a perfectible future in an era filled with repeated crises.

Life insurance functioned as an important modernist technology within Japan and its colonies to instantiate expectations for responsibility, to reconfigure meanings of mutuality, and to normalize new social formations (such as the nuclear family) as essential to life. Life insurance thus offers an important vehicle for examining the confluence of modes of mobilizing and organizing bodies, the expropriation of financial resources, and the action of disciplining workers into a capitalist system.

Because of such severe crises, business executives changed their attitudes toward foreign trade and types of national economic policies needed to succeed in a global marketplace.<BR><BR>After trade deficits began occurring in the 1920s, business leaders and business groups became obsessed with finding ways of expanding trade and ensuring a healthy balance of exports and imports. The onset of worldwide depression in 1930 brought trade barriers to Japanese exports in every major market, and the failure of the World Economic Conference in London in 1933 made prospects even more bleak. The idea that companies in each industrial sector would have to cooperate through national cartels began to take hold.<BR><BR>Although the business community did not always operate as a unified interest group, its leaders in the interwar decades made progressively more effective attempts to secure a consensus on important proposals. As trade problems mounted, businessmen in many instances urged the increased national control of trade, with government officials and corporate executives working together to form policies.<BR><BR>According to Fletcher, business attitudes toward foreign trade and the role of the government that developed during the economic crises of the 1920s and 1930s helped make Japan an economic power today. Japan is an economic power today because of the techniques developed during the period of economic crisis following World War I. After World War II, business leaders once again collaborated closely with the government to guide the nation to economic recovery and then to prominence as a trading power. Post-crisis capital regulations and new failure-resolution rules increased the funding costs that are borne by bank shareholders, and thus the cost to buy-side firms for access to space on the balance sheets of large banks. A policy implication is the encouragement of market infrastructure and trading methods that reduce the amount of space on bank balance sheets that is needed to conduct a given amount of trade.

Using models and evidence, this book addresses the implications for financial-market liquidity of these regulations for systemically important banks and argues that current rules do not allow for potential levels of market efficiency and financial stability.
