Governments increasingly offer or demand apologies for past human rights abuses, and it is widely believed that such expressions of contrition are necessary to promote reconciliation between former adversaries. The post-World War II experiences of Japan and Germany suggest that international apologies have powerful healing effects when they are offered, and poisonous effects when withheld. West Germany made extensive efforts to atone for wartime crimes-formal apologies, monuments to victims of the Nazis, and candid history textbooks; Bonn successfully reconciled with its wartime enemies. By contrast, Tokyo has made few and unsatisfying apologies and approves school textbooks that whitewash wartime atrocities. Japanese leaders worship at the Yasukuni Shrine, which honors war criminals among Japan's war dead. Relations between Japan and its neighbors remain tense.
Examining the cases of South Korean relations with Japan and of French relations with Germany, Jennifer Lind demonstrates that denials of past atrocities fuel distrust and inhibit international reconciliation. In Sorry States, she argues that a country's acknowledgment of past misdeeds is essential for promoting trust and reconciliation after war. However, Lind challenges the conventional wisdom by showing that many countries have been able to reconcile without much in the way of apologies or reparations. Contrition can be highly controversial and is likely to cause a domestic backlash that alarms—rather than assuages—outside observers. Apologies and other such polarizing gestures are thus unlikely to soothe relations after conflict, Lind finds, and remembrance that is less accusatory-conducted bilaterally or in multilateral settings-holds the most promise for international reconciliation.

In the Hegemon's Shadow fills this gap. Evan Braden Montgomery draws on different strands of realist theory to develop a novel framework that explains why leading states have accommodated some rising regional powers but opposed others.Montgomery examines the interaction between two factors: the type of local order that a leading state prefers and the type of local power shift that appears to be taking place. The first captures a leading state's main interest in a peripheral region and serves as the baseline for its evaluation of any changes in the status quo. Would the leading state like to see a balance of power rather than a preponderance of power, does it favor primacy over parity instead, or is it impartial between these alternatives? As new presidential administrations come into power, they each bring their own approach to foreign policy. No grand strategy, however, is going to be completely novel. New administrations never start with a blank slate, so it is always possible to see similarities between an administration and its predecessors. Conversely, since each administration faces novel problems and operates in a unique context, no foreign policy strategy is going to be an exact replica of its predecessors. In American Pendulum, Christopher Hemmer examines America's grand strategic choices between 1914 and 2014 using four recurring debates in American foreign policy as lenses. First, how should the United States balance the trade-offs between working alone versus working with other states and international organizations? Second, what is the proper place of American values in foreign policy? Third, where does the strategic perimeter of the United States lie? When insurgent groups challenge powerful states, defeat is not always inevitable. Increasingly, guerrilla forces have overcome enormous disadvantages and succeeded in extending the period of violent conflict, raising the costs of war, and occasionally winning. Noriyuki Katagiri investigates the circumstances and tactics that allow some insurgencies to succeed in wars against foreign governments while others fail. These realities have given rise to regional and sectoral specialization in related security regimes. For instance, just-in-time automotive production in the Great Lakes region varies considerably from the governance of maritime and intermodal trade (and port systems) on the Atlantic and Pacific coasts, which in turn is quite different from commodity-based systems that manage diverse agricultural and food trade in the Canadian Prairies and U.S. Great Plains.
The paradox of open borders and their legitimacy is a function of robust bilateral and multilevel governance based on effective partnerships with substate governments and the private sector. Effective policy accounts for regional variation in integrated binational security and trade imperatives. At the same time, binational and continental policies are embedded in each country’s trade and security relationships beyond North America.

Allied nations often stop each other from going to war. Some countries even form alliances with the specific intent of restraining another power and thereby preventing war. Furthermore, restraint often becomes an issue in existing alliances as one ally wants to start a war, launch a military intervention, or pursue some other risky military policy while the other ally balks. In Warring Friends, Jeremy Pressman draws on and critiques realist, normative, and institutionalist understandings of how alliance decisions are made.
Alliance restraint often has a role to play both in the genesis of alliances and in their continuation. As this book demonstrates, an external power can apply the brakes to an incipient conflict, and even unheeded advice can aid in clarifying national goals. The power differentials between allies in these partnerships are influenced by leadership unity, deception, policy substitutes, and national security priorities.
Recent controversy over the complicated relationship between the U.S. and Israeli governments—especially in regard to military and security concerns—is a reminder that the alliance has never been easy or straightforward. Pressman highlights multiple episodes during which the United States attempted to restrain Israel's military policies: Israeli nuclear proliferation during the Kennedy Administration; the 1967 Arab-Israeli War; preventing an Israeli preemptive attack in 1973; a small Israeli operation in Lebanon in 1977; the Israeli invasion of Lebanon in 1982; and Israeli action during the Gulf War of 1991. As Pressman shows, U.S. initiatives were successful only in 1973, 1977, and 1991, and tensions have flared up again recently as a result of Israeli arms sales to China.
Pressman also illuminates aspects of the Anglo-American special relationship as revealed in several cases: British nonintervention in Iran in 1951; U.S. nonintervention in Indochina in 1954; U.S. commitments to Taiwan that Britain opposed, 1954-1955; and British intervention and then withdrawal during the Suez War of 1956. These historical examples go far to explain the context within which the Blair administration failed to prevent the U.S. government from pursuing war in Iraq at a time of unprecedented American power.
