Governing Indigenous Territories illuminates a paradox of modern indigenous lives. In recent decades, native peoples from Alaska to Cameroon have sought and gained legal title to significant areas of land, not as individuals or families but as large, collective organizations. Obtaining these collective titles represents an enormous accomplishment; it also creates dramatic changes. Once an indigenous territory is legally established, other governments and organizations expect it to act as a unified political entity, making decisions on behalf of its population and managing those living within its borders. A territorial government must mediate between outsiders and a not-always-united population within a context of constantly shifting global development priorities. The people of Rukullakta, a large indigenous territory in Ecuador, have struggled to enact sovereignty since the late 1960s. Drawing broadly applicable lessons from their experiences of self-rule, Juliet S. Erazo shows how collective titling produces new expectations, obligations, and subjectivities within indigenous territories.

Since the American Revolution, there has been broad cultural consensus that “the people” are the only legitimate ground of public authority in the United States. For just as long, there has been disagreement over who the people are and how they should be represented or institutionally embodied. In Constituent Moments, Jason Frank explores this dilemma of authorization: the grounding of democratic legitimacy in an elusive notion of the people. Frank argues that the people are not a coherent or sanctioned collective. Instead, the people exist as an effect of successful claims to speak on their behalf; the power to speak in their name can be vindicated only retrospectively. The people, and democratic politics more broadly, emerge from the dynamic tension between popular politics and representation. They spring from what Frank calls “constituent moments,” moments when claims to speak in the people’s name are politically felicitous, even though those making such claims break from established rules and procedures for representing popular voice.

Elaborating his theory of constituent moments, Frank focuses on specific historical instances when under-authorized individuals or associations seized the mantle of authority, and, by doing so, changed the inherited rules of authorization and produced new spaces and conditions for political representation. He looks at crowd actions such as parades, riots, and protests; the Democratic-Republican Societies of the 1790s; and the writings of Walt Whitman and Frederick Douglass. Frank demonstrates that the revolutionary establishment of the people is not a solitary event, but rather a series of micropolitical enactments, small dramas of self-authorization that take place in the informal contexts of crowd actions, political oratory, and literature as well as in the more formal settings of constitutional conventions and political associations.

Описание: More than two and a half centuries after it was first outlawed in Jamaica in 1760, obeah remains illegal in most territories of the former British West Indies. Yet, opinions on the meaning and essential nature of this controversial Afro-Caribbean spiritual phenomenon vary widely. While many contemporary West Indians hold negative views of obeah, viewing it as evil witchcraft or sorcery, others point to its widespread use in healing, protection from harm and solving a wide range of everyday problems – positive views that were also commonly held by enslaved West Indians in earlier generations.<br><br> Despite the scholarly attention obeah has received, relatively little has been written about the many laws enacted against it in different territories at different periods. Offering a perspective on obeah that challenges conventional conceptions of this widely misunderstood aspect of West Indian society and culture, the core of this book is a detailed examination of anti-obeah laws, and their socio-political implications, in seventeen jurisdictions of the English-speaking Caribbean from the period of slavery to the present. <br><br> Aside from chronologically tracing in each territory the development of these laws and their major provisions, the book also examines how anti-obeah legislation has helped to create and perpetuate cultural distortions that resound into the present. Anti-obeah legislation, particularly after the end of slavery in the nineteenth century, played a central role in creating public misunderstandings of the meaning and role of obeah among the West Indian masses, and led to the stigmatization and devaluation among future generations of African-derived spiritual beliefs and practices.

It is therefore a strategic choice as a case study of some of the processes associated with the emergence of mass tourism, and the effects of this kind of tourism development on local populations. Efforts to package Breton cultural difference in the late nineteenth and early twentieth centuries marked a significant advance in heritage tourism, and a departure from what is commonly perceived to be a French intolerance of cultural diversity within its borders. This study explores the means by which key actors - middle class associations, businesses, governmental bodies, cultural intermediaries - pursued tourist development in the region and the effect this had on Breton cultural identification. Chapters are arranged thematically and consider the rise of rural tourism in France and the preservation, display, and enactment of Breton culture in its most visible locations: the natural landscape of Brittany, Breton dress, early heritage festivals and religious Pardons. The final chapter explores the staging of Breton culture at the Paris World's Fair of 1937 and the roots of state-sponsored mass tourism.
