Caroline Beer’s new book explores the consequences of democratic politics in Mexico. Focusing on struggles at the subnational level, she assesses how increased electoral competition alters the long-term distribution of power across political institutions in ways that shift power away from established elites and into the hands of ordinary citizens.

Electoral Competition and Institutional Change in Mexico includes compelling case study comparisons of three states with very different experiences with electoral democracy: Guanajuato, Hidalgo, and San Luis Potos?. These cases are then situated within a broader quantitative analysis of all thirty-one Mexican states. Beer’s research reverses the causal arrow of many standard studies by focusing on the causes of institutional change rather than the consequences of institutional design. Her analysis reveals that the process of increasing electoral competition has unleashed new forces that have slowly eroded the power of centralized, authoritarian elites in Mexico. 

Utilizing a theoretical framework that draws on insights from classic democratic theory, new institutionalist literature, and current critiques of contemporary Latin American democracy, Beer’s important work represents the first comparative study of state legislatures and governors in Mexico and offers compelling insight into the bottom-up dynamics of Mexico’s transition to democracy.

For thirty years, Northern Ireland was riven by sustained ethnonationalist conflict over the issue of whether the territory should remain part of the United Kingdom or reunify with the Republic of Ireland. The 1998 Belfast or "Good Friday" Agreement brought peace to the region by instituting a consociational government, which acknowledged the political differences between nationalists and unionists in Northern Ireland and established a legislative body characterized by power-sharing between the region's political parties. In Consociation and Voting in Northern Ireland, the first study to address electoral behaviors and opinions in a power-sharing society, John Garry interrogates the democratic efficacy of Northern Ireland's consociational government.
John Garry investigates the electoral period between 2007—when all of Northern Ireland's major political parties joined the power-sharing government—and 2011 and analyzes postelection survey data to assess the democratic behavior of Northern Irish voters. The evidence is used to address the following questions: How democratic is a consociational government? If all the main parties are in the government, and there are no opposition parties per se, is it possible for voters to hold the government to account? Do power-sharing structures simply perpetuate underlying divisions in the constituency? And since consociational power sharing relies on agreements between senior politicians, can citizens end up feeling disillusioned and, therefore, disinclined to vote? In the process of answering these questions, Garry presents new information on shifting identity formations in Northern Ireland and extends his analysis to the implications of power-sharing agreements for other nations.

Описание: Existing theories of election-related violence often assume that if elites instigate violence, they must benefit electorally from doing so. With a focus on Kenya, this book employs a wide array of data and empirical methods to demonstrate that - contrary to conventional wisdom - violence can be a costly strategy resulting in significant voter backlash. The book argues that politicians often fail to perceive these costs and thus employ violence as an electoral tactic even when its efficacy is doubtful. Election-related violence can therefore be explained not solely by the electoral benefits it provides, but by politicians' misperceptions about its effectiveness as an electoral tactic. The book also shows that violence in founding elections - the first elections held under a new multiparty regime - has long-lasting effects on politicians (mis)perceptions about its usefulness, explaining why some countries' elections suffer from recurrent bouts of violence while others do not.
