Upon winning the 2005 presidential election, Evo Morales became the first indigenous person to lead Bolivia since the arrival of the Spanish more than five hundred years before. Morales’s election is the culmination of a striking new kind of activism in Bolivia. Born out of a history of resistance to colonial racism and developed in collective struggles against the post-revolutionary state, this movement crystallized over the last decade as poor and Indian Bolivian citizens engaged with the democratic promises and exclusions of neoliberal multiculturalism.

This ethnography of the Guaran? Indians of Santa Cruz traces how recent political reforms, most notably the Law of Popular Participation, recast the racist exclusions of the past, and offers a fresh look at neoliberalism. Armed with the language of citizenship and an expectation of the rights citizenship implies, this group is demanding radical changes to the structured inequalities that mark Bolivian society. As the 2005 election proved, even Bolivia’s most marginalized people can reform fundamental ideas about the nation, multiculturalism, neoliberalism, and democracy.

Earth Politics focuses on the lives of four indigenous activist-intellectuals in Bolivia, key leaders in the Alcaldes Mayores Particulares (AMP), a movement established to claim rights for indigenous education and reclaim indigenous lands from hacienda owners. The AMP leaders invented a discourse of decolonization, rooted in part in native religion, and used it to counter structures of internal colonialism, including the existing racial systems. Waskar Ari calls their social movement, practices, and discourse earth politics, both because the AMP emphasized the idea of the earth and the place of Indians on it, and because of the political meaning that the AMP gave to the worship of the Aymara gods. Depicting the social worlds and life work of the activists, Ari traverses Bolivia's political and social landscape from the 1920s into the early 1970s. Ari had access to the private archives of indigenous families, and he collected oral histories, speaking with men and women who knew the AMP leaders. Описание: Why can’t a Quechua speaker wear pants? Anna M. Babel uses this question to open an analysis of language and social structure at the border of eastern and western, highland and lowland Bolivia. Through an exploration of categories such as political affiliation, ethnic identity, styles of dress, and histories of migration, she describes the ways that people understand themselves and others as Quechua speakers, Spanish speakers, or something in between.  Between the Andes and the Amazon is ethnography in storytelling form, a rigorous yet sensitive exploration of how people understand themselves and others as members of social groups through the words and languages they use.  Drawing on fifteen years of ethnographic research, Babel offers a close examination of how people produce oppositions, even as they might position themselves “in between” those categories. These oppositions form the raw material of the social system that people accept as “normal” or “the way things are.” Meaning-making happens through language use and language play, Babel explains, and the practice of using Spanish versus Quechua is a claim to an identity or a social position. Babel gives personal perspectives on what it is like to live in this community, focusing on her own experiences and those of her key consultants.
