Universal human rights standards were adopted in 1948, but in the 1970s and 1980s, violent dictatorships in Argentina and Chile flagrantly defied the new protocols. Chilean general Augusto Pinochet and the Argentine military employed state terrorism in their quest to eradicate Marxism and other forms of “subversion.” Pinochet constructed an iron shield of impunity for himself and the military in Chile, while in Argentina, military pressure resulted in laws preventing prosecution for past human rights violations. When democracy was reestablished in both countries by 1990, justice for crimes against humanity seemed beyond reach.
Thomas C. Wright examines how persistent advocacy by domestic and international human rights groups, evolving legal environments, unanticipated events that impacted public opinion, and eventual changes in military leadership led to a situation unique in the world—the stripping of impunity not only from a select number of commanders of the repression but from all those involved in state terrorism in Chile and Argentina. This has resulted in trials conducted by national courts, without United Nations or executive branch direction, in which hundreds of former repressors have been convicted and many more are indicted or undergoing trial.

British and American trade were the major casualties of these tactics, and the book provides an account of the international diplomatic and naval actions which followed.

During the first quarter-century of the Cold War, upholding human rights was rarely a priority in U.S. policy toward Latin America. Much of the scholarship on difference in colonial Spanish America has been based on the "racial" categorizations of indigeneity, Africanness, and the eighteenth-century Mexican castas system. Adopting an alternative approach to the question of difference, Joanne Rappaport examines what it meant to be mestizo (of mixed parentage) in the early colonial era. She draws on lively vignettes culled from the sixteenth- and seventeenth-century archives of the New Kingdom of Granada (modern-day Colombia) to show that individuals classified as "mixed" were not members of coherent sociological groups. Rather, they slipped in and out of the mestizo category. Sometimes they were identified as mestizos, sometimes as Indians or Spaniards. In other instances, they identified themselves by attributes such as their status, the language that they spoke, or the place where they lived. The Disappearing Mestizo suggests that processes of identification in early colonial Spanish America were fluid and rooted in an epistemology entirely distinct from modern racial discourses.
